C2 JOURNAL, rOIvTLAIID. TUESDAY V:,i:;G, JUNE 1, 1310. rial UlLiiiiiiiLiil IJ I m med DY it. R; DUi!IVAY tf sprvli'e given by the streetcar eom rnny. "People on Killinpsworth avraue and down toward) the I'enlnsula cherish a dream that the thoroughfare will be come an Important retail business cen ter, because of building the llroadway ridge. They are helped by the East Side Business Men's c-Jub, which ought to fight the-bridge." concluded Attor ney IJunlway, speaking with sarcasm. Obstructionist, Who Is fighting Proposed Broadway Bridge Boldly Declares Voters Do Not Know What They Want. "The Broadway bridge Js but an In cidents ' Bald Ralph R. JDunlway, yes terday. ... "I-am opposed to a pure de mocracy, wherefore my flghv against the bridge."- ''-'-) r-,- ' Duniway, who "is counsel for Frank Kiarnan in ; the obstructionist Suit against 'the Broadway bridge, explained liis surprising ." assertion. .. He added other surprising assertions to the.fi rst, so that during an hour's conversation he told more about1 his plans and pur poses than he ever made clear before the four Judges of the circjjgt court who named his cause meritless. "A suit opposing a $500 capitation tax on dogs would serve my purpose Just aft' well." continued Mr. Duniway. "The . ! initiative ' and referendum, through which: the Broadway bridge was authorized, revolutionizes repre sentative government, puts power su preme into the people's hands; makes them the sole dictators of all. proced ure, and I cannot convince myself that to let the people govern is wise. Bridff an Incident. "As I said, the bridge is but an )n cldcnt. i The governmental idea Is the essential .f thing, v In this suit I am going to wliv or be defeated, but what ever' the end. I shall . estabiisn a -pre' cedent;' Then in the future, when I carry similar Issues into the courts X shaU .know what" to expect. I am op posed. I tell you unalterably opposed. to the - initiative and referendum , It is all wrong. Government should never rest Jn the hands of the people. ' "The people voted for the Broad way 'bridge, consequently, it is to be constructed. But by the Initiative and referendum they were able to arrogate to themselves the powers of the state. In other words, it was not to the popu lar mind, . necessary to obtain . legisla tive enactment to authorize the Broad way bridge as was necessary In the caso of the other bridges which span the Willamette at Portland. , Now, if this sort of thing obtains, we can vote as legally and as effectively for. free' beer, for free milk, or Oregon City may vote to annex Portland, or , a bunch .of fellows out in the hills can organize a city and tax the property, around them outrageously, yet with complete legality. , ,; ,-;., . ;vm;; , . .. Says Mayor Inconsistent. "Though it opposes me, The Jour rial is the city's only consistent paper, : Nor is Mayor Simon consistent. He says, .because the people voted for the Broadway bridge, i they shall, have it Yet the people voted for - publio docks and he - overrode' their wilL That is anarchy,- And , 5 the,, ..morning , paper, whese utterances are-tha utterances of Mayor 61mon, also favors the bn)dg and opposes publio docks. . ft "Mayor Simon says the bonds way Te sold by publio subscription. In wis n is prepared 10 meet tne, letter and evade the spirit of. the law, which re quires that bonds be sold to one buyer after advertisement. But $260,000 is but a drop In the bucket . Such a sum will provide only for a beginning. Though if Mayor Simon had $2,000,000 in $20 gold pieces in - the treasury he could not build that bridge for I would stop him, For -1 am determined - to carry my, case to the highest court, and con tructioh I will not allow until the final decision." '" ' Attorney Duniway meant ; that he would use the Injunction against the mayor. He also said the thing which Influences his client. Kiernan, most is the desire to keep the city's business south of the railroad bridge. The oh structioniats believe that business of the city goes north with the bridges. ' Woula Work for Uoaa. ' "1 am accused of being hired by the O. R. & N. Co.,M said Duniway.' "I am not, but I only wish I were. . We be. lleve, that Portland is here because of the river and the railroads. We be iieve inai tne construction or a new bridge would push the. harbor north and -tv 1 ui 11 wis Duoiness. personally would be glad to see business go north for" I have property ' this side of Bur- lington . which would be benefitted. When the Madison street and the new railroad bridges are completed the traf- .nc congestion will be relieved. Part of the popular notion that a new bridge is needed is due to tne thoroughly rot AMATEUR BALL TEAMS PLAY 17 INNING GAME ' (Sptcfal PUoatch to Th Journal.) Pendleton. Or., June 21. Perhaps the most remarkable game of amateur base ball ever played in the Inland Empire was pulled off In this city Sunday when the Pendleten and Athena teams of the Blue Mountain league, battled for 17 Innings without- a score being made until the last tymlng, when Athena chased three runners across the plate and Pendleton two. The contest throughout was a Ditchers' battle with Sturgls, who played with the University Of Washington team during the past season. DOUGLAS COUNTY IS $13,300 TO THE GOOD II I I !! t Spclnl BUpafch to The Jnnrnal.t Rosoburg, Or., June 21. For the first time In 20 years or more the financial balance sheet of ' Douglas county, on April 1, of this year, showed the county to be entirely out of debt and with a balance of over-$13,300 to, its credit. This is certainly a splendid showing, as against . an Indebtedness of over $100,000 only a few years ago. ' The report shows a change in 4he county's favor of nearly $117,000 in the past six "years' - transforming an in debtedness of $103,513.31 to a net re source of $13,239.03. This has not been done to the neglect. Of public improve ments. It Is safe to say that more good roads have been built In: this eountv in the past four 'years than, during the entire history prior to that. time. In fact, Douglas ..county, 'already ranks third in 'the .state, in- good road build ing, being exceeded only by ; Multnomah and 'Yamhill.:' according ; to Mr. Hold redrfe, the government good;, roads ex pert, who recently made a trip over the state with Judge1 Webster .
