R Rrndlct, While the East Ride Business Men's club In busily circulating referendum petition against the ordinance passed by the city council and signed by Mayor Rlmon granting to the O. R. N. company 200 feet of ground on Ore gon and Adam streets for a pier site for the proposed steel railway bridge, and while the various Interests working for the proposed Broadway bridge are dracufislng the probable effect the ref erendum will have upon the construe tlon of the Broadway viaduct, one man Is saying nothing, hut Is proceeding with the preliminary work necessary before actual construction can be com menced on the big span to cross the river at Broadway street. That man la Engineer W. R. Weld man, assistant to Ralph Modjeskl of Chicago. Mr. Wledman has been In Portland only a few weeks but, with out making any display, ha haa been attending to the hundred and one de tails Incident to the building of the big bridge. Modjeskl's assistant Is not given to talking, but when asked this morning what progress he has made he readily consented to advance the Information requested. Hltj hard of Montavllla has filed a formal complaint against the Oregon Railway & Navigation Co. with the railroad com mission (odav. asking that a hearing be held and the question determined re garding whether the railroad company shall establish and maintain a depot and agent at that point. It Is set forth that the people of Montavllla purchased three acres nf land and gave It to the railroad for a depot but the railroad will not maintain a depot. It Is the conten tion of Mr O'Brien, general manager for the o. JX. & N.
