STOPS GOHCRETE WORK ON CANAL Only Week's Work Left on the Smith & Jones Contract Excavation to Finish About April. Organization Failed to -Main tain Number of Men Re quired by Rules. Snow ha again (topped the concrete work on the Dalles-Celllo canal projool, according to Assistant Knglneer J. 8. Polhemtis, who returned from a trip to Celllo Saturday night. He nays that he Know Is about a foot deep. The contract of tlmlth & Jones, which la concrete work and was practically completed, has been held up, and until the snow Is off the ground again It Is hard to tell when it will be finished, although there Is only about 200 yards more of concrete to go In, and would only require about a week's more work. While the snow interfered with the. screening of gravel for the concrete It did not materially affect the steam shovel work being done by the firm of Caughren, Winters,, Smith & Co. who are now In the midst of their excavation, which, it 1s ex pected, will be finished about tho first of April or before the spring fresh et They will be ready to commence their concrete work as soon as that Is over, and It is thought that that work will proceed rapidly, as they are now getting "a fine plant ready to begin the work as soon as possible. "This has been a bad winter for the work," said Mr. .Polhemus this morning, "not so cold, but long continued and with cold and snow enough to Interfere greatly with the concrete work on the canal. "The Pa lies and Celilo have a very active appearance with the canal work, and all of the railroad work that Is go ing on around the two places. The O. R. 1 company has a large number of camps around there, as has also the Oregon Trunk railway, and there is a great deal of work going on." f' IORTLAXT) SHIPS MI CH WHEAT Breadstuff Report Gives Her Second Place in Wheat Shipments. Wheat shipments for the seven months ending January 1910, according to the monthly breadstuffs report, give Portland second place with 4.8(17,198 bushels, valued at $4,728,179. while for the month of January she also stands second In wheat shipments with 84!'. 016 bushels, valued at $363. 56. The total wheat shipments for the country during the seven months ending Jan uary 1 were 37,338.636 bushels and was valued at $38,454,021. The total ship ments for January from all sections were 1.411,781. valued nt $1,490,863. The total flour shipments were 6. 834. G33 barrels, valued at $.13,173,019, of which Portland sent out 171.393 with a value of" $765,570 The wheat ship ments from the principal ports are as follows: For seven months ending January, 1910: New York, 9.067.363 bushels, val ue $9,415,873; Portland. 4.867.1 96 bush els, value $4,728,179: Philadelphia 3. 699.512 bushels, value f3.9S7.30:?; Du luth, 3.610.992 bushels, value $3,613, S93; Chicago. 3.257,167 bushels, value $3.592 258; Puget sound, 3.1 1 9.404 bush els, value $2,963,878. The adjutant general assigned as the reasons for disbanding the or ganization an unfavorable report by the Inspector general of the guard, together with the fact that the company hs less than the minimum number of en listed men on Its rolls and has failed to maintain a proper standard of ef ficiency. Captain J. W. Huntington, who com manded The Dalles company, advised tne mustering out of the organisation on account of the poor armory facilities ana the consequent difficulty he had In taking care of company property. Adjutant General Finzer said this morning that Hood River would ptob ably get the place made vacate in the national guard by the muster! out of The Dalles company. The British steamer Clenaffrlc moved from the St. Johns mills yesterdav to Inman-Poulsen's mills and resumed loading lumber this morning, for Chi nese ports. It. Is reported this morning that the British ship Glenholrn, Captain Wil liams, which has been fixed for a gen eral cargo from Hull and Antwerp to Portland, may come by way of San franclsco. She is under charter to Henry Lund & Co. and is consigned to Taylor, Young A Co. here. Nemlro, Japanese, has given notice of appeal to the circuit court from the decision of the state board of medical examiners In refusing to grant him a license to practice medi cine In Oregon. He has engaged ex Senator C. W. Fulton to represent him in an effort to show that he was not given proper grades when he was ex amined. Nemlro was given 68.8 per cent In his examination. Seventy-five per cent is required to pass. He declares that he was entitled to at least 85 per cent by his answers to the questions. He also alleges that the practice of the board in assigning certain branches of medicine among the six members of the board is Illegal, and says all members of the bpard should act together in conducting the examination. Members of the East Ride Business Men's club are today working on the vacation of the east side streets asked by the O. R. & N. Oo. and art asking each of the councllmen of the city these two questions: First Will you vote against the ordinance vacating parts of Oregon and Adams streets and recommend as a sub stitute therefor a franchise for the erection of concrete piers at said points for the support of the east approach to the proposed new railroad bridge In ex change for a similar franchise from said petitioners granting facilities for tne west approach to the new Broadway bridge; In the meantime issuing a per mlt for the erection of said piers until such time as the franchise can be legally granted? Second If the ordinance vacating tljs above streets Is presented with an emergency clause will you vote against Its passage?" It Is the object of the club to keep as many streets open as possible and they feel that by granting the O. R. & N. Co. a franchise allowing them to build concrete pliers for the support of the approach of the new steel bridge they will keep the two streets, Adams and Oregon, open and still enable the railroad people to go ahead with their plans. , , The question of an equal trade ke tween the city and the railroad In the maMer of approaches to the two bridges, the Broadway and the steel. Is at pres ent attracting much attention on the east side. Members of the East Side business Men's, club are especially anx ious to see the Broadway bridge hur ried to completion In. as Inexpensive a manner as possible. They maintain that It Is only fair for the railroad company to donate to the city a site for the new bridge piers on the west side In return for asking the donation of a pier rest for their steel bridge. The matter of an emergency clause, which would cut off all possibility of Invoking the referendum on the fran chise, has aroused the east side people considerabl v. They are not satisfied with the franchise by any means and fear that the council may attempt to put such a clause In the franchise. They are asking each councilman to answer "yes" to the first question and "no" to the second. Mrs. Peter Claus, 881 Mallory avenue, and five children, of which the eldest Is 8 years, has oeeri deserted by her husband, and Is In a destitute condition. One of the ohlldren Is 111 in bed; and the mother has been served with notice to move by Thursday. She says sha does not know where to go. J. H. McCormlck, owner of the housa, Instituted action In tho Justice court to secure possession. Deputy Constable French served notice on the mother and children this morning. The husband deserted them three weeks ago, and the wife has been trying to keep the wolf from the door. When the child became 111 last week, tho mother was forced to give up her work. There Is no money coming In, and she has no relatives to help her, The husband cannot be found. Feb. 21. The wreck ing steamer Senta Cruz, which sailed from Seattle yesterday morning to raise the sunken steamer Yucatan, .was reported off Vancouver Island today. Harold Dabney, a Hood River high school stu dent, has successfully passed all ex aminations to admit him to the West Point Military academy and he will leave today to take up his work. Mr. Dabney will enter the service of the regular army when his course has been completed. He was one of the star athletes of the Hood River High School Athletic club.
