It Portland Railway, Light & Power Co. A MUNICIPAL ORGANIZATION. (Adapted from Chicago City Railway Advertisement) Only artificial barriers and legal fictions distinguish the manager of a street railway company from a public officer. Both deal with the public, both are charged with public duties and both are respon sible to the public for their stewardship. Their rewards and pun ishments are similar, and there is no essential difference between the conditions which make for their success or point their failure. The management of the Portland Railway, Light & Power Com pany conceives its function to be that of a trustee for private in terests, transacting the business of a public office. The company, recognizing that good service involves reciprocal duties and obliga tions as between itself and the general public, earnestly solicits the active cooperation of every citizen who believes in Portland and who takes pride in its public works. v There is no duty which the Portland Railway, Light & Power Company is required to discharge that is incompatible or inconsist ent with the public good. Financially the company is no more in terested in collecting nickels from its patrons than is the city of Portland in collecting taxes, licenses, fees and fines. Likewise, the company is as much interested in preventing accidents on its car lines as is the city of Portland in preventing accidents on its bridges, its streets -and its sidewalks. A defective car equipment and a broken sidewalk are liabilities of the same denomination. One means loss to the company, the other loss to the city. A charge that street railway companies extract profits from a danger ous rail or a careless motorman has no more basis in fact than a stricture on city officials for willful neglect of sidewalk ' repairs because of pecuniary profit to the municipality. The assets and liabilities of the company are the assets and lia bilities of the city, and it is for this reason that the management of the company solicits the cooperation which inevitably will increase the assets and reduce the liabilities of both principals. Taxpayers who would , complain of inadequate water supply could be relied upon to give prompt aid to such public authorities as might be engaged in improving it; the injunction to "boil the water" is not an indictment of Bull Run as a source of water sup ply; the abuse of fireworks or firearms arouses protest, but it in spires good citizens to cooperate with the municipality in the adop tion of corrective measures. Each situation demands earnest co operation on the part of all persons whose interest and assistance spell relief. The Portland Railway, Light & Power Company does not jeek immunity from-criticism, no does it chafe under reasonable or con- -tractual municipal restraints; it merely asks the public to consider its cars in the same general category with sidewalks, streets, bridges, sewers, water works, the city fire, police and health de partments, and, in short, all other public works and acrencies whose chief function is public service. Rapid transit in a great city covering: 45 souare miles is a munic ipal necessity. The difference between bad service and the heat service is the difference between bad management without coopera tion and good management with it First-class service enhances the value of real estate, increases the credit of the dtv as a mnnidnal corporation, facilitates business and expands the volume of trade; it enables the employe of the mill, the factory, the office and on the street to go to and from his place of employment punctually, speedily, safely and with comfort No city can progress whose inhabitants, before starting down town, contemplate the journey as men groing to war. Mental composure at the beginning of a day's work in a city where competition is keen and analvsia r1o is a municipal as well as a personal asset. During 1908 the company reconstructed tracks at a cost of $85,000. It built extensions at a cost of $60,000. It built temporary tracks to serve the Dublic durins- street s traction at a cost of $5700. It contributed $145,000 to the cost of street paving. There is under construction in Portland the best street e.:i,-' system in the world. The contractor is a partnership.
