The Water has risen until it covers ' moat of the dump and haa poured down into tne holes and tunnels in which the rodents usually take refuge during the day. Consequently the four footed ver min - are running wildly about, even in the day time, over that part of the heap of rotting pollution which is not yet submerged, and thousands of them are coming back into the city to seek new and dryer homes for themselves. These animals are vile in the last degree to look upon. Many of them are covered with festering sores and uloers; others are almost naked, tbetr hair having been eaten away by the heat of the manure,, slime and decay in the midst of which they have been living. They are moving hives of bac teria, and these ' germs of death and disease, they are carrying back with them into the homes of Portland. It la a weird sight to stand on the edge of the dump and look down upon this swarming mass of obscene anima tion, these thousands of filthy, bewild ered creatures that an Inactive city council has permitted to breed in this Plague spot within the borders of the city.' An effort has been made to in duce some of the members of the coun cil to go out and see the beasts, but none oi mem seems eager to ao so. ELECTRIC LIGHTS GO OUT JUST K AT THE AWAKENING OF NIGHT The rush was on that' la, the usual evening hop, skip and a jump. Down town girls were finishing up the day's work in offices, clerks were as busy as bees in the stores, on the streets there were the usual bundle laden hun dreds homeward bound. At home there was the little miss primping for the evening's pleasures, the cook in the kitchen and all that sort of - thing. In fact the evening, Just at the awakening of night, promised to be Just like most other, evenings at thia season of the year. LElVISlMRfED UHIOH'S LEDGER Found Loans Had Not Been Paid 1908 Expenses Above Receipts,, (Halted Press Leased Wire.) Indianapolis, Jan. 11. It was revealed In the convention of the United Mine Workers of America, in session here to day, that President Lewis, immediately after he assumed the duties of his new office in April, ordered a searching In vestigation of the books of the retiring officers. When the report of the Invest! gotors was offered to the convention it was quickly referred to a committee, there by smothering all comment and dis cussion on It. The report. It is said, is merely a statement of conditions. It shows, however, that $33,551 loaned to various districts has not been returned to the national organisation. The report also points out that S00 members had not. us to the time the tacts were gathered by the investiga tors, returned various amounts of money borrowed from the union and that some of the former employes of the organi sation nad aiso negieciea to return loans. The statement deals at length with the conditions in the office where the Mine Workers' Journal is published, ehowine- advancement In the work, and also refers to unpaid accounts. WALU VJALLAHS SEIID 111 PROTEST State Highway Commission Control Is Looked Upon With Disfavor. (Special Diapatck to The J oar ail.) Walla Walla, Wash., Jan. 1. Pro testing against the change In the laws regulating the building of state high ways, county officials and officers of the county good roads commission have sent a memorial to the state legislature asking that the change proposed be not enacted. They charge that It will cause much red tape and delay and also much extra and unnecessary expense. The proposed change Is to transfer the con struction of bridges and roads to the a tat 4 highwav commission, takinv the control from the coanty commissioners, as at present. The state highway commission built about the same amount at a coat of a trifle over tl a square yard. More than that, the cheaper road has been in use four years without repair, and the other, built but a few months ago, has had to be rebuilt in many places. The petitioners ask that the county commissioners be allowed to determine whether the county Is to have state aid in road building and to decide whether the road is to be built by contract or by day's labor. The commissioners declare they can save from one fourth to one third In the cost of road building. The memorial is signed by the present board of county commissioners, the re tiring board; the county auditor, the county engineer and the officers of the county good roads association.
