January 20. 1909, civil service exam
inations will be held under the auspices
of the United States civil service com
mission for the positions of veterinary
inspector and business teacher Jn-j-the
Indian school at Carltsle, Pa Con
siderable difficulty has been- experi
enced In securing eligible for the
teaeheris position ahd all eligible and
qualified persons are urged to take the

It a salary of 11000 a year while the

to consider the proposition of whether
or not to let the people vote on a peti
tion to have the bridge planned by Mod
Jeskl located at another site than that
firoposed by the Chicago engineer. A

east side is on hand to urge that the
bridge be built with its eastern approach
on Hancock street instead of at Broad
way and that they be allowed to vote
on this site.

Portland Ornithologist Re
turns From Visit to
Capital and East.'
William L. Flnley, president of the
Oregon Audubon society, who went, east
two months ago to attend the annual
meeting- of the ' National Audubon so
cieties In flew York, returned vto Port
land last night. .After the New York
meeting Mr. Flnley delivered a number
of lectures In the -larger cities of New
Jersey, Michigan and North Dakota,
where contests are on : for the enact
ment of more stringent laws for the
protection of wild birds. Mr. Flnley
also lectured before the Audubon socie
ties In many of the larger eastern cit
ies, including Cincinnati, Chicago, De
troit, Indianapolis, St. Paul and Minne
apolis.
Mr. Flnley is especially interested in
the fight being made In Minnesota, and
North Dakota to stop spring shooting
of "tlucks, and spent several days in
those states consulting with ths leaders
of the movement to secure better laws
for the protection of wild gams and
birds.
While In Washington, Mr. Flnley
called upon President Roosevelt, who
complimented him on tho work being
done in Oregon for the protection of
wild birds. The" president also told Mr.
Flnley that "American Birds," Mr. Fin
ley's book, was the best - thing that he
had ever read on the subject of western
bird life.
While in Washington the president
asked Mr. Flnley to visit Kermit Roose
velt at Harvard college, and advise with
htm on the subject of .proper camera
equipment for the proposed hunting ex
pedition of the president in Africa, Mr.
F'nley complied with the request and
while at Cambridge lectured before the
American Society of Ornithologists.
"The state Audubon societies are car
rying on a Vigorous campaign for the
better protection of wild 'game," said'
Mr. Flnley. "The national society has
an endowment of 1300,000 and is spend
ing, many thousands of dollars annually
for the protection of wild birds. Ac
cording to the report of the secretary
of the national association, we employed
90 special wardens last year to look
after the wild reservations in different
parts of the country. Up to date the
president has sit aside 25 reservations
for wild birds, the two largest and most
Important are Ijikes Malheur and'
Klamath, in southeast Oregon.
"I found a great j awakening among j
the eastern people rot the better pro
tection of wild game, and. especially
wild birds, and I am confident that
withtn a few years every state in the
Union will nave more stringent laws
on the statute books for the protection
of game and birds during the breeding
season.

has received the following protest
against permitting smoking on cars:
"It Is announced that the council
committee on health and .police will
recommend the passage of resolution
by that body requesting the restoration

of smoking privileges on the streetcars.
If such resolution be submitted to you.

practice. We can turn from the fumes
of tobacco on the street, and need not
