The home of Mrs. Mary Vyse, at Ingleside, about two miles east of Montavllla, was destroyed by fire about 10 o'clock yesterday morning. Mrs. Vyse had ' had a temporary cottage built while a larger ami better home was being constructed and this tem porary dwelling caught fire from an overheated stove pipe, burning before a particle of the furniture, could be saved. Rules and regulations for the sale and use of timber upon the unreserved public lands in the district of Alaska, In part, are as follows: Timber upon the public lands in Alas ka will be sold only in such quantities as are actually needed and will be used from year to year in the district of Alaska and not . for export . therefrom. Applicants to purchase must file with the receiver of the United States land office for the district wherein the lands to be cut over are situated, a petition subscribed and under oath, setting forth (a) the name or names, postofflce ad dress, residence and business occupa tion of the petitioners who apply to gurchase timber; (b) the amount. In oard feet or other proper unit of measurement, of timber it is desired to purchase; (c) the place in Alaska where such timber is to be used, and the proposed use; (d) the necessity for taking said timber, and that the use contemplated will consume the whole thereof within 13 months from the date of authorization to cut; (e) a descrip tion, by reference to survey, or other natural boundaries, and courses and dis tances, of the vacant, unoccupied, non reserved Alaska publlo lands from which It is proposed to cut, sufficient to prop erly Identify such land; (f a statement that the petitioners will pay a rea sonable stumpage for said timber or for the appraisal thereof, and that there Is to said petition attached a draft or postofflce money order payable to the above receiver e the local land office In the sum of $50, as an evidence of good faith, to be applied to the pur chase price of said timber, or its ap praisal cost if purchase Is not made; (g ), that no trees will be cut under said petition other than those of the size, kind and maturity or In excess of the total amount which shall be designated by the person making the appraisal for the government; that each tree cut will be used to a diameter In the top speci fied by the parson making the appraisal, or to a smaller diameter; that all lops, tops and necessarily cut underbrush made in .teRlrni said timber will be piled In smaJT compalH piles or otherwise dis pojserf or as required by the person mak ing the appraisal. Editor of The Journal There are streets and streets and pavements and pavements, but the thing that Is interesting the -property owners in Portland at the present time Is which street Is he located on and what pavement are they going to give him. Under the present ruling of the city counoll, I am Informed that one fifth of the property Is sufficient justifica tion for the council to order pavement put down for the other four fifths. Now, I have this to say, that after a careful Investigation of the differ ent kinds of pavement we use In our city, that so far as durability is con cerned, the Hassam pavement is un doubtedly the best and if property owners In general should watch the proceedings of our city council more closely, they would observe that so far this company is getting a little bit the worst of it Just why, I am not prepared to eear. but presumably be cause they are newcomers in the local paving world and are obliged to cross swords with the older companies that have blaied a trail and have traveled a beaten path for many years. I as a pri vate citixen, await with interest In front of my residence 1 have the Hassam pavement and consider it sat isfactory in every respect and as above stated, from the best information Z can obtain from eastern cities it is not only the most durable, but the most sanitary and pleasing to the - eye.
