The thing was originally designed as
a financial proposition, ihe intention
being- to reduce the number of British
liquor licensee by one third, that the
rest might be sufficiently Increased in
value to warrant the government in demanding-
a larger return from them.
It had hardly been introduced, how
ever, befoeir the Prohibitionists adopted
It. Being under obligations to the lat
ter, the Liberals could not repulse them
top roughly.
Before they fairly realised wnat was
foing on. the bill's original supporters
ound ths teetotalers had transformed
it Into a real temperance measure. Not
only was the liquor trade heavily re
stricted but all attempt was abandoned
to conceal' the fact that the temperance'
party meant to make the reduction In
the number of saloons a mere step
toward totsT prohibition.
England, as emphatically ' sn sntb
prohibition epuntry as can be imagined,
has fought the bill tooth, and nail. J7he
Liberals,, while hot liking to abandon
it,' have openly feared .that Its enact
ment Into a law would drive them from
power. Generally they threaten the
conservative house of lords with ex
tinction when it rejects a Liberal meas
ure. This time, however, they are re
joicing, tnat, having stuck to their
guns,. .. they are, nevertheless, to be
beaten.
The money which they hoped to raise
for naval improvements, old age pen
sions and other increased expenses, wilt
