The council yesterday afternoon voted to pave Fourth street from Burn' tide to Glisan with vitrified brick. This surface Is manufactured by a Be am mmMtiv which also seek to ob tain the big north end paving contract which will cost property owners J200,- 000. City Attorney Kavanaugh Is now investigating- to see whether the council has toe authority to create the assess ment district which calls for the ex penditure of this large sum of money. Petitions to pave this area with Belgian blocks are also on file, and when the city attorney has rendered his decision another big fight in .the council Is threatened. Afivnrates of the stone blocks say that If this new district were to be paved with such a surface that new quarries wou in lrnnieumii-iy w upei;u up on the Columbia and Willamette rivers to compete with the St. Helena miarrv. which now has a monopoly on the block business. ' Portland must endure steam trains on Fourth street until December 31, 1909, unless Mayor Lane vetoes the or dinance passed by the city council yes terday afternoon granting the Southern Pacific the extension of time asked for. This action of the council la rather sur- rising, considering the fact that Mayor ane directed the city attorney to pros ecute General Manager O'Brien for vio lating the ordinance now in effect by operating steam locomotives since No vember 11. The case is still pending in the municipal court, and the city, ac cording to Its legal adviser, has a good chance of winning the suit to oust the railroad. Efforts by Counclltnen Cottel and Rushlight to have the passage of the ordinance deferred and the matter re ferred to a special committee to hold a Joint conference with the railway offi cials were defeated. Councilman Rush light said that he had opposed the granting of the time extension to the company in the first place and had pre dicted that a lawsuit would result.- He Is opposed to any further extensions for such a long period. Councilman Baker thought six months would be a sufficient time for the rail way to show Its srood faith In arranar- Infc to remove locomotives and freight cars from the street. He said if the railroad showed that It was doing all It can to comply with the law and need ed a further extension that he would be willing then to allow ft. C. M." He said this would be done by Septem ber 1, 1909, but he was unwilHng to make any definite promises other than his roundabout assurances that in less than a year there would be no more steam engines on Fourth street: COTTEL CHANGES VOTE IN COUNCIL Maud Powell and Her Associates Are Greeted by a Large Audience By G. I. W. A true compliment to her worth was the size of the audience that greeted Maud Powell last night at the Hellig. Last year Madame Powell came here prac tically unknown to the coast, excepting to the few who know the names of all the successes In the musical world. She pfayed to a small crowd, but she could not have found more sincere or more spontaneous enthusiasm in an attend ance many times the size. Last night she came here no better advertised, on paper, but she played to a capacity house which applauded with all the enthusiasm of delighted surprise. The reason? Those who hoard her last year had rewarded her for the delight she had given them by advertising her Sersonally and that, after all. is the est advertisement an artist can get. And the artists deserved all the en thusiasm that pulsated throughout the house. It was a thoroughly artiatlo concert, one marked throughout by taste and musicianship. Madame Powell rep resents all that is fine in violin play ing. She is a lovable artist from whom emanates strength and character tem pered by warmth by womanliness. Her interpretations are Individual. She feels her music as she plays it and her violin seems to sing the music Instead of be ing played upon. She and her Instru ment are at one. The program showed her in widely varied work-and whether it required a . . " 1 v- 4, In spit of tHe fact that the liquor license committee of the city council recommended the revocation of the sa loon license of Ous Swanson. the coun cil yesterday refused to revoke, the vote being 10 to 4. Madame Powell demonstrated her gen. erosltv when Miss Mar Mukle priliat . peared, for the latter shared honors with the better known artist.' Miss Mukle is very young, barely out of her teens, and has a charming voung man ner, more boyish than girlish. But she can play. Of course such a mastery of the Instrument presupposes long, care ful study, but one can hardly imagine It in Miss Mukle's case. It seems rather inm mm ima ren me inclination to play and merely sat down and did so without any further ado. And that she Shiny" Fa! A Boccher ni sonata and a Lindner Tarantelle were her solo numbers and to the first encore she gave the Saint Saens "Swan," in its beautiful simplicity. To a double encore she plaved Popper's "Elfentani" and Schuett's Klegie. Miss Anne Ford, pianist, is a val uable acquisition in ensemble work. She gave two little solo numbers, a Chopin etude and the Grieg Butterfly, with Mendelssohn's "Bees' Wedding," an en core. She would not be termed a bril liant pianist, but she plays with daint iness and sincerity and her work In ac companiment Is exceptionally Intelli gent. The trios given, a Chamlnade number and two Schuett waltzes, were a delightful bit of chamber music and called for sincere appreciation. The en tire program was marked by musician ship and simplicity of bearing. The au dience was made to feel at home with the artists from the start. The concert was under the Hellig di rection and Portland is to be congrat ulated on this opportunity to hear again this splendid violinist, and to hear so early In a career which is sure to ba unusual.
