- Admiral Borreson, one ,of the largest
tramp steamers of Norway's merchant
marine, will be here soori to load lum
ber for the orient according to an an-
nouncement made today.. The big
crsft ia now en route from ' one
of " the west coast nitrate porta
for Puget sound,' where she will receive
orders and coal for her long ruo across
the Pacific.
, The Borreson Is under charter to Bal
four, Guthrie b Co. and. will carry away
.. approximately 1,800,000 feet of lumber.
She is especially well adapted for the'
lumber-trade, having broad lines and
few obstructions between decks. She
, ,waa here about a year ago and attracted
more than ordinary attention after her
departure by encountering a tidal wave
that nearly aent her to the bottom. The
deckload carried away tearing the fun
nel and other superstructure above deck
" over the aide.
The Borreson was bound for the
orient, but had to put into Honolulu for

had been water-soaked by the big tidal
wave through which the steamer made

The Borreson belongs to the same
owners as the Henrlk Ibsen, the larg
est tramp steamer of the Norwegian
merchant marine. The Henrlk Ibsen
registers J, 960 tons net, and is now on
the way from Newport News to Puget
sound wltn a cargo of coal for the gov
ernment The Ibsen, too, will probably
come here for a lumber cargo. The
vessel was here about It months ago
and took cargo of grain to the orient.

CARGO OP OIL CANS
Lighthouse Tender Brings Empties
From Coast Stations.
The lighthouse tender Heather, Cap
tain Byrnes, arrived here this morning
with 3,000 empty coal oil cans picked
up from- the various lighthouses along
the coast. The cans are being dis
charged at Couch street dock.
This la the largest shipment of empty
cans ever brought bare, the cargo rep
resenting 160 tons- measurement, and
practically filling the hold of the tender.
Large quantities of oil are used, an
nually for the lights that warn mariners
oft their approach to dangerous rocks or
shore, Returning to Astoria the Heather

DELAYED BY FOG
Steamer Alliance Arrives From Coos
Bay Six Hours Late.
Delayed about six hours by fog. the
steamer Alliance, Captain Olson, reached
Couch street dock at 11:80 O'clock this
morning from Coos bay. bringing 60
passengers and a fair quantity of
freight The fog waa encountered com
ing up the river and anchor was dropped
a short distance below the mouth of the
Willamette.
The steamer Breakwater, Captain
MacGenn. sailed from Oak atreet dock
at 8 o'clock last night for Coos bay,
carrying about 75 passengers and a
couple hundred tona freight It lis
said freight business between Portland
and Coos bay is steadily improving and
that it will only be a few months when
the steamers now covering, the route
will be taxed to capacity each trip.

Bay City. Or., Nov. 8. The gasoline
boat Rose, Captain Johns, bound from
the Columbia river south ran into Til
lamook bay during the late storm. She
etarted on her way south Sunday, but
waa driven, back on the beach near the
life' saving station. It is expected to
float her soon.
The Miami Lumber company on Tilla
mook bay has been-, cutting ' from 6,600
to 8,500 feet per day of 10 hours, and
shipped, dnrlng Oie month ot .October
over 2,600,000 feet of lumber.. ,

The British ship Wynnstay will finish
loading wheat this evening and clear
for Europe.
The British, bark Lydgate arrived ftp
at noon today and dropped anchor at
LInnton, ' She had a stormy voyage
from Valparaiso; - The Lydgate Is un
der -charter to Kerr, Glfford & Co. to
carrjK wheat to Europe.
Word from Europe advise that the
British ship. Walden Abbey, which was
here last summer went ashore the other
day In the English channel when bound
from Hamburg to Australia. It waa
expeoteAx to : float her without diffi

The , French 'hark David. d'Angers
which reached Astoria last night from
'London via Hobart brings cement and
general cargo consigned to Balfour,
uthrie & Co. She left the English port
June and bence has been long on the
way. s .

Following is the circular letter being
sent out by Mr. Barbur: ,
.. Te;r Sir! It has been the custom of
this office heretofore to notify each per
son or firm, delinquent for city licenses,
by a personal call cf the Inspector, or
by sending out notices, which was not
required by law. Very little attention
pas been paid to these calls or notices
In .the past and as the Inspector's time
Is now required to check up new busi
ness, owing to the rapid growth of the
citv, I am compelled to discontinue noti
fying delinquents.
"Hereafter all licenses must be paid
on or before the 10th of the following
months: January, April, July and Octo
ber. This gives 10 days' grace, as all
licenses are due bn the first of the
quarter. The above rule will not be
deviated from In any case.
'Below Is 'copy of the two sections of
ordinance which refers directly to the
tlme-jhat licenses shall be paid
'"Section 4. All licenses Issued as
quarterly licenses uhall expire on the
last day of each quarter of the year,
via: March 31, June 80, September 80
nd,.Dcember A1! Quarterly licenses
shall be dated from the first day of the
month in which the liability accrued,
and shall be Issued upon payment of a
proportionate part of the whole amount
of tax imposed for such license.
" 'Section 6. The payment of the
amount of a license tax provided in this
Ordinance is due the first day of each
quarter of the year, vis: January 1,,

WEATHER REPORT
A disturbance of moderate strength ts
central north of the Dakota, and the
Atlantic depression Is passing rapidly
down the St. Lawrence valley. A large
high pressure area overlies the Rocky
mountain states, and another large high
pressure area occupies the Mississippi
valley. Heavy rain has fallen In ex
treme northwestern Washington, and
light snow has occurred In New Eng
land and the middle Atlantio atates. It
is much colder everywhere eaat of the
Mississippi river, and In the New Eng
land and the middle Atlantic, states the
drop In temperature amounts to 20 or

cific slope the changes In temperature
since yesterday have, as a rule, been
