Though It has been Impossi ble to secure a single coavlctlon, the authorities are convinced that the 17 recent murders of Russlnn travelers In Switzerland are attributable to political motives. In not a single Instance was robbery attempted nor was there evi dence ihRt personal enmity figured as the cause or anv of the crimes. Fifteen of the victims were men who stood high In Russia and were well-to-do, and Home of them were aristocrats. Investigation convinces the police that they were all in the Russian' secret service. On the breast of one of tho men, mysteriously stubbed to death tn the room he had occupied In Zurich, a note written In Russian was pinned: "Die, you dog, as you have lived by treacherv." ' Terrified by the threats he has re ceived, the' Russian consul at Geneva has resigned his position and has left the country. The revolutionists make no secret of their plan to use Switzerland as the base of operations against the czar's government. Their decision that the revolutionary campaign must be con ducted from some point outside Nich olas' realm marks the abandonment of their faith in Nicholas' manifesto pledg ing liberty of the press and the subject and promising other reforms which, had they actually been put In opera tion, would have made It posslhle for tnem to carry on tnetr work Dy com paratively peaceable methods In their own country. Four revolutionary papers will be fiubllshed in Switzerland and smuggled nto Russia through secret channels.
