TOOK TO 14 YEARS L I 110 William I Starr was officially noti fied yesterday afternoon through a de cree filed by Judge Wolverton In tha 1'nlted Htatos court, that ha has title to Portland property worth 140,000 which has been under litigation for some 14 years. The case was decided by the court sometime ago, at which time a full account of tho contention was printed In The Journal, but It waa not until yesterday that the "decree was filed by Judge Wolyorton, the delay be ing caused by differences between the parties concerning the construction of the document. The caso grew out of a mortgage given hy Vun u. le Lashmutt, formerly a well-known Portland man, to the Ger man Savings 4 Loan society as secur ity for money advanced on a note. It afterwards developed that Starr had prior title to a portion of the land mortgaged by Do Lashmutt. Suit was filed by Starr to recover ti tle to his property 14 years ago, and the case has just been concluded. In the meantime the portion of property ownou nv hiarr has risen In value until it is supposed to he worth $40,000. At the time lie Lashmutt gave the mort pa;o he included the Starr property with soveral other pieces as security for a loan of Jl'6,000. The Eva arrived here a few days ago from Seattle to load lumber for Taku and Manila. She is completing tho cargo at the mills of the Port land Lumber company and will be ready to sail in a few days. The steamer has been In the Pacific trade for a long time and most of the Chinese crew have been on board more than a year. The officers say they are a fine lot of sailors and that they have given no trouble excepting during the past few days when a misunderstanding arose as to the payment of wages. In explaining the position, of the Chinese, one of them said he had only been paid off once In 12 months. Most of them are working for J10 a month, he said, and when they ask for money they have to beg it and deduct as much as 10 per cent, for what they know not. REGATTA MAY GET ITALIAN WARSHIP (Special Pispjtch to T Joorasl.) Astoria, Aug. 6. The regatta commit tee expects a visit from the Italian warship which Is at present on her way from San Francisco to British Colum bia. The report that John Consldlne of Seattle Intends selling his stable of fine carriage horses at auction this month has aroused deep Interest among Port land fanciers, and It Is quite possible that several pairs from the Considlne string will find owners here. Most of us have been here before many times, and if we wanted to run away we could hare done so before. Captain Schonwandt declares that the misunderstanding Is all due to the fact that Chinese money lias depreciated In exchange and that the Chinese can not be made to understand that one coun try's money Is not worth as much as another's at all times. The difference In exchange Is said to be quite material at present and In such a way as to de duct the amounts due quite consider ably. The Chinese on the other hand believe they are being charged unrea sonable commission for getting paid off. Other officers of the steamer also de clare that the question of eichange is wnat caused the trouble but again de clare that so far the crew had been very faithful and had never showed In clination to desert. They consider the action of the consulate, Secretary Cremer entirely uncalled for. Brave with Police Close By. "That fellow came down here yester day," said one of the officers and acted as if he was not only clerk in the local consulate but as If he owned the wholo German empire. We do not propose to have our crew treated In such a man ner because In the ftrst place It Is In human and In the second place It mfght be dangerous to go to sea with them. There Is no telling but that they believe us In sympathy with the assailant and they might seek revenge. "This consular clerk was very courageous when six policemen stood about ready to assist htm," said the officer, "but I don't think he would hve done much had he been out nt sea and greatly outnumbered aa we are."
