Count Zeppelin's great dirigible balloon was torn from its moorings on a plateau five miles south of Echterdingon this afternoon during an electrical storm, caught fire and sailed awav in a cloud of smoke. During the storm a motor ex ploded. Count Zeppelin is broken heart ed at the loss of the great airship. Four workmen were seriously hurt by the explosion, but the count was uninjured. Zeppelin, who has worked on his balloon for years, wept like a child as he saw it disappearing, a hopeless wreck. He at once announced that he would. begin the construction of a new ship, and was greatly cheered on receiving a telegram from Emperor William promising to contribute funds to be used in re placing t lie lost hallo"' BREAST OF on . This afternoon the velocity of the wind in reused and the ropes holding the balloon were doubled, but soon the storm became violent and, accompanied by lightning and thunder, swept over the plntau with such terrific force that the great gas ban was flopped about like a toy balloon. The ba lloon was seen to rise In the Kale and move rapidly away into the clouds, the flames apparently Increasing as they were fanned bv the wind and the movement of the craft. Constant ine, Algeria, Aug. 5. Following the terrible earth quake which occurred yesterday, killing nearly 1,000 persons in a score of Alpcrian towns, hordes of bandits have swept in from the desert, bent on loot 'and pillage, and a reign of terror has been started which the French troops are trying hard to check. The sol diers arc today shooting the outlaws on sight, but despite their ef forts many acts of pillage and other lawlessness are being com mitted. Scores of Dead. Scores of dead are being removed frojn the ruins, and the worlc of the searchers and rescuers is frequently interrupted by the fighting. Two hundred thousand natives are homeless. The French au thorities have taken measures for their immediate relief. Supplies are being rushed into the affected territory, but it is feared .a fam ine may result before the outlying districts can be reached. In some places, it is reported, the earth disturbances have caused the drying up of springs, and the people are without water. The victims are almost entirely natives who lived in mud huts and simi lar fragile epiarters that crumbled under the first shock of the quake. Reports received from the affected district give details of severe damage in the coast towns of Guelma, Philippeville, Bona and Ain Smara. The interior towns, so far as reports have been obtainable, suffered equally heavy damage. The heaviest loss was at Neudon. Natives Terror-Stricken. Meager details of suffering and exposure are coming in from Soukaheras, Hizon, Kurksell, Reuftach Conde and other small towns in the mountains. The first shock, at 9:30 yesterday, was the most severe and wrought the principal destruction. Following it there were inter mittent shocks until late in the afternoon, when the earth tremors ceased. Fear is in the hearts of the natives that the terrible shaking will recommence, and many are wild with fright.
