This feat ure has made the Island n verltnble par adise for American tourists, and they come here by the .thousands, with au tomobile parties numbered by the hun dreds. The poor people of Kingston, especla.ly the small boys, think every tourlat a millionaire, who wants to scatter Ms money broadcast, and they want to do all sorts of things for him. Aa one. walks through the streets of the city he will rind a dozen little negroes at his heels, each one of thorn wanting to guide him about the clt or to take him out through the sub urbs on the suburban trolleys. The "usual crime" is an almost un known one on the Island, so far n td" two races are concerned. There is r,o friction worth speaking of between the races. There are two things which bring about this desirable end. In the first place the white people of the island are In absolute control. The negro is taught that so long as ho goas shout his business In the right way lie iwlll have no trouble, but that stern and unpltvlng Kngllsh law will Indeed make his wtv hard, fls n tr;tn."gresMr If he does not. Then,, he having no vote, the demagogue Is not always ap pealing to his prejudice and inflaming Ills passions. In Jamaica one sees a government owned rillroad. It has a monopoly of the business of the Island, and Is ad ministered as a government department. At Kingston there is a large en campment of soldiers, and up In the mountains at Newcastle is another camp, this one being the home of the English troops. There are numerous reminders of the strength of the British government, lest the Islanders forget und decide to throw off the English rule. The constabulary is a large, well organized body of rural police which would furnish the nucleus of a gov ernment army should the natives ever decide to rebel. Hut It la hanllv likely that such a thing will happen soon. The reign of England is mild and beneficent. Every man on the Island, white and black. Is gh en a fair show to surround himself with such comforts and such oppor tunities to enjoy life as his abilities will allow. The 15,000 white people form the braces which uphold the su perstructure! of the Island's civilization. Contrasted with conditions on the sis ter Island of Halt), where neither Jlfe, liberty nor property Is ever secure, one I,, Tnmalcn thn ideal sort of gov- lornmnnt for its population. The only! This work has been practically completed, and con tractors will he put to work as soon as the necessary details are completed. It is understood that tjcadhet ter of Tort land, t-'pulding of Newherg and other wealthy men in Portland are backing the proposed line. has Its confluence with the Feather river. When the cutoff is completed a large aroa of land now useless will he reclaimed by the city. All danger of flood will be eliminated by the new cut off, because it will carry the waters of the Yuba river into the Feather at such an angle that the rivers will not he choked up by the flood waters.
