At the Mi'illiitiin' da a ( lo 1 ef liit lioi signed l fh. ionrnn.1 herewith presents the fourth score In the educational contest, and again eoveral changes are noted. This score Includes all subscriptions received up to and Including July IS. Ray Harper, a contestant from The Dalles, comes to the front with a score of over nine thousand the first time his- name was published In the list. This Is an exceptionally flatter ing showing far Mr. Harper, and we no doubt will hear from lilrn every day from now on. ... Freda I-auner, the Dallas contestant. 1 jumps to first place and now leads the procession with over six thousand to the good. Ralph Robnett drops to second place, - but his score shows a substantial Increase over the last pub lication. Olive Williams drops bai.-V to third place, but as the young lady if able to canvass only on Friday and Saturday, owing to her attendance at summer school, the next publication will no doubt show a large increase in her score. Lenna Melton still holds the fourth place, with Bar Harper, of The Dalles, fn fifth. Karl Jackson, of Forest Grove, has entered the score again vig orously and will no doubt come to the 1 front from now on. Harry ("rain, al though considerably hnndlraj fed, vis Its us nearly every day and is care fully and closely canvassing the entire district around his home. Others Climbing David Wilson, of Llnnton, has not started actively to work, but we sliull no doubt hear from him quite substan tially In a chort time. It Is several days since we heard from Charles Ulh bard. but no doubt he is hard at work. Myrtle Rogers intends, to take a vaca tion shortly and will then visit and canvass The Dalles thoroughly- Miss Williams, of l.iakur City, should come to the front very soon, and Baker City should come forward with some sub stantial support for her. Several new contestants entered the contest this week and are getting to work in earnest. Although the contest Is now becoming active and each pub lication shows additional votes, there Is ample time for energetic and active boys and girls to enter the contest and make an excellent showing. We hear encouraging reports from every con testant entered ana each one is grad ually tying down their many friends with at least a promise of support and votes. It will be worth your while to watch the score closely nnd help your contestant In every way possible. PUBLIC DOCKS FACTOR TO GREATEST BUILD CITY Views of men interested In the dock ownership question are conflicting, and on one hand it is argued that Port land would not benefit by public own ership of docks. Other authorities on ' .the subject say public dock ownership would be a great force in the building . tip of this port as a shipping center for '.'ocean carriers. ' ' I J. Couch Flanders, chairman of the . 'navigation committee of the Portland .'chamber of commerce. Is one who does ,liot wholly believe in public ownership 'of docks. He says the amount named I.': Portland's Initiative bill passed at the 'last election would be entirely inade-i j quate to carry out any system or pub lic ownership In this city, as It would 'require that much money to put up Tone first-class dock with modern e.juip- -ment for handling cargo. '. Referring to comparisons made wltn , San Francisco state-owned docks Mr. ( Flanders said: Ships Pay BTo Wharfage. 1 ' At the state docks of San Francisco 'ships pay wharfage according to their 'tonnage, and In addition the shipper 'or the consignee pays 6 cents per ton for all freight uasslng the dock. Thrr "Is no storage privilege at these docks, j '.? All freight has to be removed tverv: ,!' day. "In Portland the ship pays no wharf age. The receiver or shipper of riie 'freight pays 25 cents per ton, and ra...
