land was the one let to Elwood Wiles
for preparing the grounds formerly oc
cupied by the old Irvington race track
for residence property. Mr. Wiles has
not onlv the oontract for grading the
streets, but the laying of the sewer,
water and arfls mains, asphalt stree
paving and cement sidewalks. There
are at rjreesot about 200 men and 40
teams employed in transforming the old
mn. track Into beautiful residence lota.
The work is expected to De completed
about the middle of November. Upon
h cnmnletlon of this contract Mr
Wiles will have completed one of the
largest undertakings in municipal Im
provements ever let to a single contrac
tor In the city.
Property Owners Complain of Swells
Created by Towboat.
Owners of property along the water
front complain of the tow boat Diamond
o exceeding the Breed limit in the har
bor. They say that especially while
towing the big barge Orient does the
craft display her speed with the result
that heavy swells tear things up gen
erally along the beach.
The captains of the steamers Charles
R. Spencer and Lurllne were arrested
last week for speeding their boats
through the harbor and their cases will
come up next Thursday In the municipal
court. It is .said that the Diamond O
has been showing even greater speed
than either of the two boats mentioned
above nnd a complaint will probably be
sworn out against her by one of the
property owners, should the authorities
fall to do so.

vllle and Return Each Week.
Commencing- next week the stern
wheel river steamer Leona, owned by
Hrauer tk Marshall, will make three
weeklv trips between Portland and Mc
Mlnnvllle, on Yamhill river. She has
been undergoing a thorough overhauling
at the yards of Joseph Supple and was
launched yesterday.
The Leona will leave root of Wash
ington street every Tuesday, Thursday
and Saturday morning and return Mon
day, Wednesday and Friday evenings.
She will cover practically the same
route as the O. R. & N. steamer Ruth
which was recently taken off the Portland-Dayton
route, except that the
Lertna's run will be extended to McMInn
ville. Mr. Brauer announces that there will
be no rate cutting, the old O. R. & N.
rates to be In effect.

of 10 years. A sinking fund to retire this $100,000

ferred stock will be used for the purchase of equip
ment and for actual construction of 40 miles of
grading and contractors' skeleton railroad to haul

northwestern portion of the United
mates has increased In magnitude and
..now extends from the north Pacific
coast to the Dakoiaa. The barometer
continues relatively low over California.
Arizona and New Mexico, and locnl
rains have fallen In the latter two
district. The disturbance yesterday
over upper Michigan is now central
over the lower lakes; It has caused
heavy rains In all the "northern states'
east of the Mississippi river. The pres
ence of the high pressure area over
the north Pacific states is causing fair
