DEPARTMENT ISSUES . -SEW REGULATIONS Officials Will See That Every Boat Propelled by Steam Has Proper Equipment ' In Accordance With Established Rules. A great deal of the worki will be done out of the city, down and I up the rivers and on some .of the bays! along tne uregon coasu - In connection with this matter the Inspectors today Issued a statement In forming masters, pilots and mates that at all fire and boat drills from this date on board of ateamers all 'hand fire pumps on the ateamers connected to lire hose or mains will be worked and used, either before or after the regulsr fire drill. They will also be compelled to note on their .monthly reports whether the hand fire pumps have been used weekly during the month, giving complete data, thereof. - - ' Stricter rulea are continually being laid down for nubile safety in matters pertaining to the operation of power craft, it being hoped thereby to ' as soon as possible minimise the danger to life and property to the smallest pos sible percentage. PRISONERS ON TUAXSPORT. Sherman Leaves for San Francisco at Early Morning Hours. Among those who went away on the transport ' Sherman this morning -were ?0 military prisoners, most of them long-timers bound for Alcatras. .They were brought here from various posts tjnder heavy guard and marched to Oreenwlch dock at 1:80 this morning, -whence the transport sailed a half hour The Bherman waa formerly the Brit ish steamer Mobile, having; been trans formed Into a transport during the Spanish-American war. Bhe is a tine looking craft comparing her age. hav ing left the yards at Belfast. Ireland, 14 years ago. .iv ".,-..-.' Few of the soldiers brought relics or curios from the islands, but a num ber of them brought Filipino canaries end bird cares were strung all along the upper deck, every one containing a selected warbler. It Is said that the Vtllplno canaries are about as . fine sinners as can be found anywhere. The Sherman coes direct to Ban Fran Cisco and Is expected to arrive there Thursday night. Bhe has about BOO soldiers on board, the men coming from different posts in the island possessions. Boms were picked up at Guam, others at posts in the Philippines and others again at enmess ana Japanese pons. . The Sherman's' firemen are Filipinos and a number of the army, officers had one or more Filipino servants. All told there were about 150 of the little dark hued men on the transport when she arrived here Sunday nlsht-i The ma jority of them had a fluent acquaintance wnn cngiisn. One of the Filipinos died from heart failure on the way from Japan to Hon olulu ana was Duriea at sea. . , IS NEED OF REPAIRS. Steamer Breakwater Will Be Off . -. Coos Run for Awhile. The steamer Breakwater will be oft the Coos bay run -for about a month while undergoing a general overnauilng. Bhe failed to pass the annual inspec tion yesterday and was ordered - into drydock. It is' very probable that she will be docked here instead of going to Ban Francisco, as heretofore when tn need of extensive repairs. The Breakwater 1 has been operating between Portland and Coos bay for aoout two years and nas made excel lent time, her hours of arrival and de parture being ' always according . to schedule. The Breakwater Is 28 years old, but had new machinery Installed about seven years ago. This being the time of year when traffic is lightest between Coos bay and Portland, the laying off of the steamer will not discommode traffic as much as had It occurred at any other time. In the meantime the steamers Alliance and Eureka, which also ply on the Coos bay route, will likely be taxed to their capacity. The Southern Pacific com pany, which operates th Breakwater, has been unable to secure a suitable boat to take the run while the Break 'water is being placed Into first-class condition. .- . IS FROM THE SOUTH. , State of California, Brings 1 Large Cargo of General Freight. .With SO passengers and a full cargo cf freight, comprising 1.200 tons of sugar, salt and a lot of freight trom New Tors, by way of ths Tehauntepeo railroad across the Isthmus, the Harri man liner State of California reached laek dock at o'clock last night from i . Torpedo Boats Will Not Remain Here Over the Fourth. It now appears that the - torpedo boats Fox and Lavls will receive orders to proceed to Coos Bay and Eureka ti company, with the ' torpedo boat de stroyers Gold sborough and Rowan to remain there during the Fourth of July ci-l rations - , . . It was understood that the Fox' end rvis would, remain here till the fifth i f July but Coos and Eureka applied tor craft and so they are expected to be ordered to proceed to the ports south of here this afternoon or tomorrow.' Everv one had a dish , and spoon and stood around awaiting the event The com mission man had arrived with several gallons of nice, rich cream. - Juat as the office cut-up was about to slice the strawberry as he would a watermelon in the summer time, there was a timid knock on the editor's door. Everyone thought it was a newcomer to get in on the strawberry party. ; The stranger entered. "I came for my strawberry," he said. Dishes and spoon, fell to the floor. from a severe attack of a seneral breakdown about two months ago. -Captain 5onway Is one of the oldest steamboat men in this district in point of service, having been with the O. R. ft N. The French Dark Genevieve Mollnos has been chartered to carry wheat from this port to Europe in September. She is at present at Hobart Tasmania. The river Is slowly falling at this place and will soon be oacn to a level of the lower docks.
