Water through hose for sprinkling yards or aidewalka or washing porches or windows must be paid fox in -advance and used only between tha hour of 6 and 8 a. m. and S and 9 p. m. It must not be used for sprinkling streets. If used contrary to these rules or waste fully It will be shut off. , Coroner Flnley was notified this morning that a floater had drifted on one of the islands up the Willamette. The body gives the appearance of hav ing been in the water some little time. Coroner Flnley chartered a launch about 10 o'clock and went to recover It. The Mllwaukla brass band gave a concert last 'night In front of the new MUwaukle hotel, opened recently by J. F. Johnson. Wllliani Mclntire. who has served IB veara in tha United States navy and who came to this country many, many gears ago, pleaded guilty, in the United Lates court yesterday, afternoon to bar- For the second time the case of Detectives Snow, Reslng, Carpenter "and Day :, threatena ' to appear In court, this time xm the grounds that the executive board of the police commission in virtually recommend lng their reinstatement as patrolmen Instead of plain clothes men Is act lng in direct contravention to the rules pf the civil service commission in 1903, under which they qualified for service in the detective branch of Portland's police department. The v letter received by Chief Oritsmacher yesterday from the executive board stated in reference to the assignment of the detectives on patrolman duty: "The commit tee is of the opinion that on account of the rapid growth of the suburbs and the necessity for more police protection in the outlying districts specially, patrolmen are needed now more than plain clothes men." After receiving the letter Chief Oritsmacher notified the four detectives to report for patrol duty this morning;. They have nojt reported aa yet Even though they do not report for a week, they will not forfeit their nreroaatlve. as they have a reasonable time limit In which to aot. It is almost certain, however, that thev will not acceDt the ultimatum laid down by Chief Grlta maoher. Attorney R. E. Moody, counsel for the detectives, stated this morning that according to his interpretation of tha law it is mandatory on the police au thorities to reinstate the four detectives In the department to which they quali fied and were appointed under the rules of the civil service in 1D0J. Under these rules the arms of the police department were divided Into four clasaif icatlons captains of detectives, captains of po lice, detectives and policemen. The executive board, in recommend ing the reinstatement of the four de tectives as patrolmen, is acting on the rules of the civil service createa in 1906 which, asserts Attorney Moody, are not applicable to the four detectives. Under the civil service rules of 1905, appli cants for either detective or patrol duty were placed under one classification. After qualifying they were appointed at the option of the police commission to the detective or police force. Attorney Moody contends specifically that aa- Detectives Snow, Reslng, Car penter and Day qualified and were ap pointed to their positions under the rules of the civil service of 1903. and that inasmuch as they have been found not guilty of the charges filed against them, and for which they have been under suspension, the police commis sion must reinstate them to the posi tions for which they qualified. to an Indian and was sentenced to spend lng given liquor this morning wal 80 days in the Multnomah county jail.
