"THURSDAY EVENING,' JUNE 18,. 1908 GB LODGE HOME HERE Besolution, Signed by Lead ing -Knights of lltythias Throughout State, Pro vide for Erection of Hand some Building Here. The establishment of permanent headquarters for the grand lodge. Knights of Pythias, by the erection ot a handsome, building In Portland, Is the object of a resolution drawn up by M. F. Davis ot Union. Oregon, a past grand chancellor of the or der. This resolution Is signed by the leading representatives of the lodge throughout the state and will be presented for adoption this after noon at the final session of the grand lodge. That it will undoubtedly be adopted Is the general opinion ot the delegates. The resolution calls for the erec tion of a modern headquarters build ing in this city, to be paid for by the setting aside annually of 10 per cent of the yearly revenues of the grand lodge. This fund is to be used as a nucleus and is to be in vested until 'enough money Is ac cumulated to warrant the building of the new headcjuarters. It is thought by the promoters of the scheme that this plan would Insure such a building for this city within the next few years. Another resolution that will come up this afternoon Is that Introduced by H. M. Cake providing for the erection of a home for the aged and indigent of the order. This is not favored by the majority ot the knights of the grand lodge and will In all probability be voted down. Krrlalnf Ooastitatloa. Ths convention 1b still occupied with the task of revising' the constitution to conform to the supreme lodge require ment. It la expected that this ardu ous work' will be finished today. Another resolution that met with de feat before the grand lodge was one to establish a state lodge for members of subordinate lodges throughout the state that may at any time become de- funct. It was decided to continue the present system In such cases. I The Pendleton delegation are enthus iastic in their praise of the Portland people who helped them secure the next grand lodge convention at the eastern reg-on metropolis. An article In one of the daily papers stated that there had been a contest between Pendleton nilU rui uniiu . . . v .-. . ----- 1 This Is not so. The Pendleton peoplef were tided In their efforts to get me grand lodge by local delegates. This afternoon the Rainier team will put on their drill In the third rank for the 1100 prise offered bv the grand lodge. The Portland team will also compete today. Install Kew Officers. The new officers elected day before yesterday by the grand lodge will be Installed this afternoon at the close of the business session. All th visiting delegates are highly pleased at Wielr reception this year by the Portland lodge. The visitors have bten entertained hospitably and their stay here made pleasant bv the cour teous attentions of the reception com mittee find the Individual members of the lodge. The success of the banquet given last night at the Commercial club Is attributed to the management of Sec retary John M. Mann. A 10-course spread was followed by the Initiation of more than 80 new members Into the amusement branch of the order. Dur ing the banquet the following men re sponded to the toasts named by Toast master Judge W. I Bradshaw of The Dalles; Qus Moser, grand chancellor, Portland; Omo Strong, past grand chan cellor of Washington grand lodge, Ta co ma. Wash.; Judge R. O. Morrow. Fort land; Ed D. Curtis, Portland: L. R. Stlnson, Salem; M. V. Davis. Union; J. H. Qwlnn. Pendleton. i DENTISTS CLOSE ANNUAL MEET Fifteenth .Convention Ad journs With Interest ing Demonstration. After a most successful session the fifteenth annual convention of the Ore gon State Dental association was brought to a close last nlghU The sessions yesterday and last evening were Interesting and lantern slides were shown to demonstrate the effect of diets upon animals. The demonstrations were given on the first floor of the Medical building and there were- many exhibits from various manufacturers of nn mi kiiu ucniai Kiiuiiauwo. 'William Bobb of Los Angeles and Dr. James Lane of Philadelphia were made honorary members. It was decided to enlarge the work of the dental association and to reor ronlxK comnletely the various district associations in Oregon. Every dentist in the state will be asked to Join one of the district associations and it Is also planned to have the various dental associations on the Pacific coast hold their annual conventions in a circuit, so that experts and manufacturers from the east will be able to attend all conventions in order. . The officers elected for the year are: Dr. A. L. Beetle of Oregon City, presi dent; W. C. Harris, Eugene, vice-president: Millard C. Holbrooke, Portland, secretary-treasurer. Presentation to . the Legislature. r A state commission for the exam' lnatlon, shaping and revision ot law composed of some five or seven of the able lawyers ot the state this is one more of the dreams ot legislation taking tangible shape preparatory, to presentation to the 1909 session of the legislature. Attorneys of the state are becom ing alarmed at, 'the almost hopeless tangle into, which the statutes of uregon are railing. Men believing tnat they have a call to beter con ditions by some legislation draft a bill which is passed either by the legislature or by initiative, Irre spective of whether it Is in harmony or in conflict, with those statutes al ready existing and settled on the books. An evidence of this is the recent action of the people ot the state In passing two fish bills for the protection of salmon in the Co lumbia river. The bills were drafted by rival Interests, each of which In tended to put the other out of busi ness. Both bills passed and are now laws and one conflicting with the other makes both practically if not wholly valueless. It is not much better In the leg islature, where a multitude of bills are dumped into the hands of the committees on revision of laws and on judiciary for a hasty and super ficial examination before being rec ommended for final passage. It has happened in the past that not all members of these committees knew any more law than was good for them or their reputations as attor neys and consequently when their re ports were made It did not signify that the bills would stand the tests or the courts or were sound law,, Because of these conditions the laws of Oregon are a mass of contradictions, duplications and tangles. Soma are In consistent, some contradictory, some ambiguous, making general whole which Is a pussle equal to the famous one of China. The code is antiquated end now when ah attorney begins to delve Into a question of statutory law he must begin with the Bellinger and Cotton's code and trace his law down through each succeeding session of the legislature to note the amendments, re peals, alterations and changes. He must 'also go Into each law passed by the Initiative to see whether It touches In anyway upon the paint at Issue. This could, perhaps, be done away with any way, but the chief difficulty is that in his search the attorney usually runs upon lawa that are ambiguous or con tradictory or conflicting, thus leaving him In a base of uncertainty. Because of these conditions a plan is on foot, engineered by attorneys, to have the legislature create a state com mission composed of learned lawyers, to whom ail bills for proposed laws shall be submitted for final dressing, harmonising and general whipping lnfe Shape. It Is contended that such a com mission sitting a short time prior to and during the legislative session would be of untold benefit to the peo ple of the state. All bills drafted for submission to the legislature could be given to them for examination. They could make a critical reading of them, weed out their conflicting clauses, put them Into harmony with the existing laws and having worked them over Into sound law pass them back for consideration by the legislature. The same course could be followed with ref erence to bills drafted for consideration by the Initiative. It is argued by the exponents of the revision commission plan that such a commission would simplify the work of the legislature, would make the lawa passed cogent and effective and at the same time simple and lucid. It Is ar gued that the result would be that Jus tice would prevail more often than that technicalities would succeed in defeat ing the intent of the law. The proposition is now being planned out, and during the next session of the legislature win do presented, ana us enactment urged at the hands of the legislature. The attorneys who have considered the plan are all in favor of It and are preparing to work earnestly for its success. SONS FORCED TO ATTACK FATHER TO SAVE MOTHER FROM HARM An unusual complaint was sworn to yesterday In Judge Reld's court when John Paukner charged his two young boys with assault and battery and ex hibited a bloody forehead in proof that they had attacked him with a pocket knlie. At he merely told them to re port at tne justice court tnis morning. This they did. Mrs. Paukner and the little sister of the Paukner boys also appeared. They said that the father was a demon when he started out on one of his infrequent drinking bouts. It such times he comes home and tries to break up all the furniture and throw It Into the street. The family Is kept in fear of their lives .until he goes away again. The mother's story satis fied Judge Reld that the boys were Jus tified In defending their home from the Intrusion of a mad man, and the boys, Joseph and Ambrose Paukner, were al lowed to go on their own recognizance. week which every child should see.
