THE OREGON DAILY JOURNAL, PORTLAND, WEDNESDAY EVENING. JUNE 17. 1SC3. oil MM CITY Business Men Determined to , Bush Forward Plans for Better Streets, Parks and Other Civic Improvements in Portland., ' end could hardly be dispensed with by that city. i , -. The new clvlo committee for Port land la composed of I Thompson, T. B. Wilcox, 1. Lang. .: G K. Henry, J. C Ainsworth, Dr. J. R. 'Wetherbee, W. I Boise, CVS. Jackson, J. F. Car. roll, Harry Lane, R. O. Reed, M,E. Thompson, M. O. Munly W. O. Steel, Frank C Barnes, 8. P. Xockwood -and W. J. Clemens. At a meeting held by the commute last evening at the Com- giercial club, organisation was effected y the election of Mr. Thompson as chairman and Mr. Xxckwood aa secre tary. , i y - ; . The root of the city's evil street con ditions lies In the,- existing law and the mode provided for - their adminis tration. The committee proposes to go right to the root and eradicate the evil by advocating- and securing the desired changes - of the laws ana ' ordinances affecting streets and street Improve ments. .A conference will be held -with the mayor and city council at an early date. - v ' " . "There are ways by which the people may secure remedies they desire, under our general laws," said - a prominent taxpayer yesterday, discussing; the work before the committee, - . 5 "The people of Portland have abso lutely the power to do aa they will re garding their laws and their public servants. They have the Initiative, the referendum and the recall. Whenever a city official gets possessed of the idea that he Is greater than the pub lic, and that his will Is supreme, it Is a very simple process to withdraw him from active participation in pub lic affairs. If Portland wants-to be beautified, and Is disposed to pay for me cosmetics, as it were, sn can nave the face of nature hereabouts made over to suit her views." . . WOMEN SCREAM "WHEN ; CAE FUSE BLOWS OUT Motorman Vtneent P, Hill was slightly burned and a carload of women wan badly frightened In the blowout of a controller box on a Mount Boott car at Grand and Hawthorne avenues last eve ning. The oar was scorched badly from the fir but no one was seriously hurt Hill had stopped his oar at the Grand avenue crossing and as he threw en the power the fuse burnt out and there was a loud explosion, while flames filled the forward compartment of the ear. Hill was caught In the closeted vestibule and couldn't get out for a minute or two. The Women in the ca? gathered up their light summer dresses and screamed, while the . men made a bolt for the doors." A relief car was cent up from the O. W. P. shops on Water street but It took nearly 16 min utes to extinguish the fire In the for ward portion or the car. FAITHFUL DOG GOES " TO JAIL WITH MASTER v Philip Katlbaoh, charged with 'In sanity and friendless except for the de votion of his dog, Bismarck, spent Tues- aay nigm in me county iaii. jjismarcx begged so hard to be allowed to enter the cell' of his master-: that Jailer Hunter relaxed the dog rules of the Jail and allowed the canine to enter the nar row compartment, where man and dog slept peacefully together on the cot. Kallbach is a tailor whose place of business la at 409 aat Morrison street. He Is of German nativity -and talk brokenly.' It is thought that his volu bility when exoitedly attempting to ex press mm sen in nngnsn was responsi ble for his arrest, and on examination he was declared sane and ordered re leased. . - : . . . Portland's appeal to be beautified and have Us streets placed on a. par with Improved street of other modern cities has been beard by a large number of active business men and heavy taxpay ers who believe such beautlflcatlon would be a good Investment for .the city's property owners. They are now t.vtnv ai.ni to form an organisation that will devote its time to furthering ' the civic Improvement campaign start ed last year by the voting of a boule vard and par way a,ppruprie.iiun. ; tacit of Tales. It has been conceded from the, first that Portland is not adequately aup- ; plied . with landscaping talent ' In the engineering department, nor does the 'street committee of the city council claim to posses either genius nor time to develop aesirea pians. A movement originating In the Port inn rasltv board and Portland Com . merclal club has resulted in the naming 'Of a clvlo improvement commutes, which will take up these questions, and ' rush every good idea forward along the lines of betterment of Portland's 1 physical condition, and the development of the city's enormous capabilities for i beautlflcatlon of streets, , boulevards and parka., It Is proposed . to avoid Interference .with the business of the city council ' so far as possible, and leave the pres ent city engineering force In posses sion of Its places, but to find and em ploy a genius who will take hold of .' (tie raw elements of nature aa he finds " them here and develop Portland Into on of the most scenic . cities in , the world. ' w ' ' .' "- " It is said the committee la not averse to paying a large salary, or assisting the city to rals. such a fund, and get . the bt man who can be found for the work. - On member of the commit tee has led off with a tender of 1600 a 'year toward paying the salary of a i chief engineer for the city.- ,;,, & Street TUul at rani. ' -There ' are many streets that were laid out wrongly in the most beautiful parts of the. city, and where the hfgh- ' est artistic J effects could have been procured with the proper exercise of care, and a knowledge of landscaping. "Bom of these mistakes were fatal ' to the objects of Portland's ambitious people, but It is still not too late to correct many of the blunders,' said H. II. Thompson, the famous city engineer of Seattle, who came to Portland a week ago and spoke under the auspices of the realty board. Mr. Thompson spent two or three days making an ex haustive examination of Portland's nos- slbllltles for clvio beautlflcatlon, and he was carried awav with enthusiasm over what he conceived to be this city's matchless sue. -. -jv : Commands ' SElgfe Salary. - He has been at the head of Seattle's street and cltv ena-ineerlns? department for many years, and has outgrown all contemporaries In the northwest In a thorough knowledge of the art of street : and parkway development.
