That tha Portland Railway, Light A Power company la partly responsible for tha delay in the street improvement work Is tha contention of the members of the street committee of the city executive board, and at yesterday's meeting they requested City Attorney Kavanaugh to enlighten them as to whether they could secure redress from tha' railway company. Tha company la charged with delay ing Its work in placing tracks and pav- ln ar with bricks inatda tha traka on cer tain etreeta on which the Pacific Bridge company has contracts for paving. When the bridge company asked for runner extensions or time on Chapman street from Spring to Elisabeth and on Kiiiigswortn irom union to Patton. thi members wanted to know why the ex tensions were asked for inasmuch aa extensions had been granted on these streets several months Kg a. The bridge company alleged that their work had bean delayed because the rail way company had failed to lav new tracks on Chanman street and had failed to place stone blocks between the tracks on Kllllngsworth avenua The executive board ordered tha rail way company months ago to make these Improvements and tha committee wants to take away part of the company's franchise or obtain redress in some other way.
