Branding 1! of his charges aa being false, and accusing him of bad faith, contempt aod disregard of his obligation as a member of congress, the select house rnmniitM anDofnted to invest! eate the accusations made by Representa-L?Tne 0mmittS rinds 'that live ijiiiey agamBi me ciecinu eoai company of uBtng corrupt methods to Influence legislation in its favor, tnn!e it report to. the house today. The report is a scathing denuncla the boat company and Congressman Loud Representative Lilley is arraigned for allowing himself to be UBed as an "instrument of the Lake Submarine company," and is charged with "acting in bad faith," "violating his obligation as a member," and "act lag; in contempt of ihe bouse." Th committee find that the .Intro Auction of the resolution Asking for an Investigation ot bin charges wu not la. trtxluesd la rood faith by Lllley, that h had no Information to juatlfr his charges, that ha acted In bad faith In making- them, and that In at&tlnsr that he 'mad no chargta reflecting upon members of the houaa he waa not eln cer. The report further chara;a him with violating Ma obligation la formu lating ana urging oerore trie commute groundless charge against Congress man Loud of Michigan, that he scted in bad faith when he allowed his clerk to pend letters reflecting on the honor and Integrity of members of , the house, and that ha acted in contempt for not dis avowing tna letter published over his own signature reflecting on the honor and integrity or members of the house. In destroying a forged letter from his secratary to Frank u. Ed In borough of Bay City, Michigan, relative to the Loud incident. Instead of delivering it to the committee. Lilley is also held to have acted to eontempt-----. ' Assist tog- Xake Company. The committee finds that Liner's ob ject in making the charges was In real ity a 'propaganda" in behalf of the Lake company, which sought to defeat the clause In the naval approDrlatlons bill favoring the electric company. Lil- lev's charaea that excessive profits wars being mads In submarine contracts are declared to te based on fictitious fig ures. nd that Lillejr knew the charges te iaise wnrn ns mu imia no cress correspondent naval official, member of congress or campaign committee nad been corrupted bv the electric com nan v. and Lilley. is scored for refusing to tes tily at tne pea-inning or me investlKs ; tion without the aid of counsel. Mr. Neff had been holding dally conferences with Mr. Lilley, beginning with the night of the introduction of the resolution, and was helping him to prepare his case. It must have been difficult for Mr. Lilley to forget his conference with Mr. Neff pn February 10, 108, immediately after the action of the . naval committee. It has been shown that Mr. Lilley went down in ftna of the Lake company's bofctsfwlth Mr. Neff the previous sum mer and that one night of the same summer Mr; Neff, at his hotel in Water bury, dictated a telegram -to Secretary of the Navy Metcalf in the interest of Ihe Lake company. It needs no argu ment to show the logical sequence of events that tell the history of what led up to and constituted the propaganda which was designed, aa indicated In the frank admission of Simon Lake, to edu cate the members- of congress to the point of recognising the merits of the m typo ui uwu iv Sid Ho Want Investigation. "By stating on hi 'honor and respon sibility, as a member of this house, that he had information not based on hear say requiring an investigation respect ing the conduct of bia colleagues, he in voked the entire machinery of the house to institute proceedings against a private corporation for the benefit of another private corporation. The grav ity of his offense is apparent Six months prior to the Introduction of the resolution. Mr. Lilley was doing every thing in his power to help the Lake company, and after the introduction of the resolution the Lake company, through its officers and agents, was doing everything in its power to help Mr. Lilley. the purpose of' the resolution was not to secure an investigation, but legislation Mr. Lilley never mads any calculation on an investigation for the verification of facts, but used fictitious flvurea without question. "He did not Inquire concerning them of a friend of Con gressman Hobson. who wss In a posi tion to Inform him about them. He re- auosteri that certain naval offloer. w txa mined and then refused to take their word.
