FROM "DEAR OLD CHICAGO"
Chtcagro, May 15. This city will move
June 16 officially. On that day its ad
ministrative officers and offices and the
office cats, of which there are dosens,
will leave the old city hall (and its mil
lions of unofficial cockroaches), at La
Salle apd Washington streets, and go
to temporary quartern at 204 and 06
Randolph street. The wrecking; fang
will at once be put to work on the old
stone pile that has been Chicago's offi
cial home , since 1884. The, work' of
razing- the old city hall and putting In
the concrete caisson folmdatlons for
the new structure will be consolidated
end Is to proceed simultaneously. This
will be a unique procedure In the his
tory of public buildings, and Is consid
ered by optimistic citizens to mark an
effort to handle city affairs in a business-like-manner.
It has been discov
ered that the stone in the old building
is of such a quality that It may be
crushed and used in making the con
crete for the caissons for the founda
tion of the new structure. Samples of
"the stone will be tested in a stone
crusher, and if it can be used there will
be a big saving. Cook county was
forced to pay $79,000 to get rid of the
material in the old courthouse, the
twin to the city hall. In preparing for
the new one. In the new city hall. Chi
cago at last will provide public com
fort stations, as is done generally In
Kuropean cities. Two such stations
will be put in the city hall.
The personal estate of John Alexander
Dowle, "Prophet Elijah III," who build
ed cities, who established big Indus
tries, who dealt in millions and who
held the financial destinies of his thou
sands of followers in the hollow of his
hand for a while now proves to be
reduced to 11,200, of which Mrs. Jane
Howie hag been awarded $400 as her
widow's dowry. The splendid robes of
office have faded, the Jewels have dls
nppeared. the handsome furnishings of
his home have been, taken away bv re
ceivership, the erstwhile glories of the
founder of Zion are memories only.
Mrs. Dorie s memory of them has,
however, prompted her to demand of
the present receiver of Zion many items
of personal property In Shiloh house,
which she claims as her own. She has
asked for the furnishings of her bed
room, for household articles, including
"a ;ilIlow case containing 11 Infant
robes,' garments of cherished maternal
associations. She has asked also for a
mahogany bedroom set Inherited from
Esther Dowie, her daughter,' who was
burned to death. The value of the real
estate no one seems to know, and It
may prove to be more valuable than is
expected. Mrs. Dowle has a claim upon
it. She and the son, Gladstone, the
"unklssed Gladstone," according to his
father, are now In the chicken business
on the Michigan estate, Ben MacDhtH.

osophy of evolution, emanating from the
brain of Darwin and Spencer, makes for
brutality and retards progress. What
Is the use of struggling if there Is noth
ing to be attained? Where Is there an
appearance of charity In this system?
The strong succeed and the weak per

university professors who urge this
theory upon an unsophisticated people?
And yet there are in this city 3.000
people known to you whose hands and
hearts and lives are consecrated to God
and to charity. These nuns move along
as a great, silent force, and where in
their fives do you find the law of evo
lution a struggle for pelf? If that
theory bo the law of life, then these
women are the world's saddest failures.
The Sisters of the Good Shepherd are
particularly worthy of mention, for
their lives are devoted to the uplifting
of the woman who has fallen into sin."

ahead for our country, when the true
merits of so called phllanthrophy will
be tried in the balance of necessity He
asserted: "It Is a recognized fact that
we fast are reaching a social crisis,
with our millionaire on one hand and
the pauper on the other. When -that
day comes the philanthropist, sitting In
his upholstered chair, witf'not tar
the occasion. lie will be told that It is
not a lecture that is wanted, but that
it Is bread."

Although Chicago's altruistic support
of deep waterway projects won the
next autumn's convention of the Lakes-to-the-Gulf
Deep Waterway association,
the city has lost In 10 years 10,000,
000 tons of corrlmerce to Milwaukee,
Duluth, Cleveland and other lake ports
because of Its neglect of Its own har
bor. According to reports Just made

water In the Chicago river and the
$53,000,000 drainage canal has become,
by filling in of sediment, much too
shallow for commerce. The reports
have startled business Interests here
and seem likely to arouse them to ef
fective action. According to figures
submitted to the real estate board, the
shallow water In the drainage canal
was due to neglect to dredge the chan
nel, and the chokel channel was the
cause of a hack flow to Iake Michigan
during freshets In February. The re
port gave the depth In some places 20
feet from the dock line at two feet.
In the west fork of the old Chicago
river, there was shown to bo only 12
feet in several places. At other points
the depth Is 13 feet, with a maximum
of 24 feet. During the past 17 years,
except for turning basins, less than
$450,000 has been expended In Improv
ing the Chicago river, and $91,000 of
that amount was expended in the pur
chase of projecting: land. The rovern.
ment engineer, Colonel Bixby, has put
the tonnage receipts of the two har
bors, Calumet and Chicago, baring Iron
ore, at 1.506.781 tons less In 1906 than
was received in 1889 in the old river
