THE., OREGON SUNDAY -JOURNAL, 'PORTLAND, SUNDAY MORNING, MAY 10, 1908. - 11 SENATE WILL LISTEN TO AN ABLE .DEMOCRAT John M. Gearin Declares It Is a Member's Personal Abil ity That Secures Useful Recognition, Not Affilia- v ; tion. With the. Republican JIajority. ; "It la all rot and buncombe, tha worn out cry of hide-bound, partisanship." . .Tula It tbe manner lawblch' John M. Gearin, ex-United States aenator from Oregon, look' upon" the argument now being raised that a Democratic .member has no Influence or power In the Re publican senate. i ' , -: .- C "Lambaste It as you Will." continued "Mr. Gearin, ''the aenate of the United States ia composed, with possibly some 'half dozen exceptions, of great big men. the biggest in the nation. The United States senate ia - the moat democratic body in the world. It ia conservative. It i true; it moves slowly, but a man. in the senate is measured by hla manhood, by his ability, 'his capability. -he-earnestness, his qualifications. If he meas ures up to the standard, if ha is a big man, if he knows and Is competent to work with the big men on big problems he. has recognition and power- and influ- ' cnc. Politics a never dlsoussed in the United States senate among the mem bers. A man's political beliefs are his, lust as are his religious belfcjfa. If a senator la a Democrat and a big man, if he knowa. if he Is capable, if he meas ures up with his, colleagues he Is in the estimation and consideration of those colleagues 'a man for a' that ' I have been there, have noted these thlnes an I know." . What Mr. Cliin Accomplished. Mr. Gt-.rin represented the state of Oregon In the Ur.lte"8 States senate for c.ie year and a half. In that length of' tima he did more for the state than any other new man who has ever - repre sented the atate accomplished in that game neriod. . Working with Senator Fulton, the two were able to socure the largest - appropriation' for the state of Oregon ever given by congress, and Senator Fulton since then has publicly stated' that the assistance of Senator Gearin was invaluable bringing to the nld of tbe state-as it did support which could not otherwise have been secured. Senator Gearin, therefore, Is qualified to talk of conditions In the United States sonate. Being a man whose word has never been questioned, who stands Itign lrK the regard of the citiae: OreKon ns a man of nower and caDabll- Ity, much weight must necessarily be given to his statements. "I think I am qualified to speak of tha standing given a Democrat by the members of the United States senate. I was a Democratic senator myself," Mr. Qearin continued. "As I said before, the United States senate is -the most conservative of bodies, but it is at the same time the most democratic. When a new man enters tha United States senate ho Is not asked whether he is a Democrat or a Republican. His cer tificate of election makes him a member of the, club and he Is measured up by his colleagues. If he meets the stand ard he is given recognition and has power "It Is true thut on questions of party SPIRITUALISTS LOSE FORTUNE -i - n ii -- Coujrt flinds, That Banker Vaslnsane When He Gave Money to Church, (United Press Leased Wire.) Blocmington, 111., May 9. -On the ground that Banker Crumbaugh was Insane when be made out his will leav ing $500,000 to the spiritualist church here, a Jury which has been hearing the contest begun by hla relatives today set the will aplde. , The trial was very sensational, wit nesses testifying that the spiritualists held fake seances to induce the banker to turn over nis .cash to them. At one of these seances a female medium put a white -cloth over her and convinced Crumbaugh that she was the long de parted spirit of his dead son. The 'spirit" called herself "Bright Eyes'" and sent loving messages to Crumbaugh, directing him to leav all of his money to the spiritualists. Don't Blow That Nose. All the time. Personal Ability Counts. . "Senators do not gain1' recognition of the needs and wants or taeir scare on party lines. They gala it in propor lion to their capability A senator does not go to the senate and say, Here, I ant a Republican and I want & large appropriation for' the rivers and har bors of my . state.' He goes to the dif ferent senators on the basis of man to man and he says, 'Senator,' my state needs aid for Its harbors. It deserves It, needs It, must have it ;or remain undeveloped.' Congress ought to give it, and I want te talk t you about it' Then they talk it over vand it is the capability of tha senator that wins the recognition, npi nis pontics. Democrat Jfot Helpless. "Seniority of service means much to a senator. Experience is as necessary In the- work of the United States sen ate as It is m any business. Acquaint anceshlp counts for much. This Is true because tha personal factor enters so largely into the usefulness and power ol a senator. """Once more I want to Impress upon you that tha old cry about the help lessness of a Democratic senator In the United States senate Is all rot," concluded Mr. Gearin. 'You can put it as strong as you like, for I have been there and know. A senator's useful ness depends upon himself, not upon his any neiiem. n is omy on party ques lons that nartv enter into tha con sideration of an issue. There is no politics in granting an appropriation for tha Columbia river bar. That is a question of economics bearing o the development of a atate or the anion. That Is a question which affects the people of Oregon, and its prosperity, "It is a business proposition and Is considered as such. It does not re quire a Republican to present this claim. but it requires a man, and tbe more capable he Is, the bigger he is In mental grasp, the more tactful and diplomatic ....1 I.mjI 4, , Ilk U miu Kuianui juob .it viui huh an m possesses these qualities will ha be given tne tnings ne asits. it is the man.
