From what could be gathered the recommendation will be but an attempt to throw - discredit upon ' the mayor's administration. The eouncllmen have nothing on which they could impeach the mayor and hope to embarrass him by disehsrglng Bavarian. s But ' even this would only have a punitive effect. Bavarian is a civil service appointee and while responsible to the mayor for his conduct, as all heads of depart ments are, his dismissal would not re flect discredit upon Mayor uane. . In addition to Bavarian the council men may also attempt to oust Chief Campbell. If they dinmlas Bavarian they have the same grounds for dis missing Campbell. The two were prao tlcally agreed on the purchase and each Is responsible, . In- the meantime, until the council men can make a report, nothing more than speculation can be indulged In as to what the committeemen will recom mend.. Dismissal of Bavarian and Chief Campbell will precipitate the liveliest war that ever occurred around the olty hall. A heavy frost in the vicinity of Med ford was believed to have done serious damage to fruit buds, but later Inves tigations lead to a different conclusion. F. H. Hopkins, proprietor of the famous Snowy Butte pear orchards near Cen tral Point came to Portland yesterday on business, and laid there will be a big crop of fruits In the Rogue River Valley. "While there was some damage to Dears. the buds show that there is larire nercentaae of the fruit unhurt. and that the. pear crop will be ample. The frost did not hurt apples st all, and there Is no occasion for alarm about the Rogue River valley apple crop." . Similar reports of frost damage to eastern Oregon wheat are proved to be unfounded. A. A.
