At the laat regular meeting of the Commercial club of Newport and Lincoln county final arrangements were made for closing contracts with two popular coast maga- slnes for advertising space in which to set forlh the merits of Newport and Lincoln county. The committee 6n advertising also took up the matter of a booklet to be Illustrated with views representing va rious parts of the county and giving full Information In detail. John flcmlng Wilson, chairman of the advertising committee, was given a free hand to collect data and compile descriptive materials. A fund of 1160 was raised on tne spot. The boost committee was instructed o invite waldport. Kernvllle, Blleti, Toledo. Eddyvllle, Chltwood and Elk City to send representatives to Newport within the coming week to agree on the amount of space and advertising to be placed in the booklet. ( i (Waahinfton Boreas of Tha Journal.) Washington. D. C. April 16. If tha railroad commission of Oregon follows the ruling of the Interstate commerce commission, many local attorneys for railroads henceforth must go without annual passes. It has been the practice of reads to select an efficient and in fluential attorney in each county along their lines who could be relied on to attend to the company's interests, and while not placing these attorneys on salary to give them annual passes, as though they were empioyea by the road.' Often unless called on to serve in a particular suit, no money has passed from the company to the attorney, yet they are carried on the free transpor tation list of the road, and the annual pass Is practically all the compensation received, it being regarded aa sufficient. The federal commission has looked Into this situation with some care and has ruled that local attorneys of railroads cannot, . under the existing law, use passes on interstate journeys. It also rules that all attorneys who receive passes must be in the employ of the company aa their chief occupation, not aa a mere side issue in their law prac tice. The federal commission realises that this ruling will cut off many so called railroad attorneys who now travel on Tree transportation, some be longing to the legislature, others going to the state capitals to lobby, and still same purpoae, ana aa alleged regular attorneys of road having received trans port a tl or? over connecting 'lines of their companies. If the Oregon commission, as in the past, adopts the policy of following when possible the federal commission's rulings, and applies it in this lnstaneo many uregon attorneys will be deprived of their perquisites and must go with out tneir annual passes, being entitled only to trip passes when actually on legal business for the corporation. bogz b. aunroTT 84. ror District Attorney.
