J. A. Bloch waa a member of the firm of Bloch & Myers, which came to Portland about two yeare ago and orig inally started the German-American bank, which Louis J. This is Lombard's ultimatum, and In- asraucn as tne ' water board has no con tract other than a .verbal one relating to tne installation or tne Z4-incn main on his land, it is nrobable that the mem bers will have to accede to one of his demands. When the water board installed the high-pressure main more than a year ago the city was involved in a contro versy with the- Ladd estate. Fearing mat notntng couia te oone in placing mains that would give the city a fair deal with the Ladd, the water' board laid the mains on the adjoining Lorn bard tract i Lombard gave the board a verbal agreement at that time, allow. ing the installation of the pipe line, and everything waa satisfactorily disposed tor tne time. Nothing more was heard of the mat ter until several .months ago. The water was flowing . through the pipes at the highest pressure tne city could safely put on and the residents In the neigh borhood were securing aDout tne nnest water service ever heard or anywhere, Then Lombard wanted the city to ex tend mains to a tract he owns about a mile east of his tract throuah which the main line runs and outside of the city limits. The water board refused to grant the privilege. Lombard .asked a rain. Nothing- doing. Feeling that he was entitled to more consideration than a rerusai ror, nis re quest, Lombard sent in a communica tion to the water board at its meeting yesterday morning, telling the members to either grant his request, pay him a rental of $50 a month for the use of his land or get the water pipe out of his property. So far the water board has neither taken the pipe out, granted Lombard's request for mains outside the city lim its nor offered to pay the rental of $50 a month.
