The ordinance ico. a majority of whose membership is composod of members of the majority party. Mayor strikes Back. Another committee slated for decapl " tatlon yesterday was the trust commit tee, but the resolution was lost some where, and the matter cannot come up unm ine next council meeting. With all the varioua beheadings slated for yesterday the council proceedings assumed the aspect of a grim tragedy, but before the affairs emlpd turned Into a howling farce. In which Mayor Lane lashed his adversaries unmerolfully. He told the members they had never trans acted their business regularly alnce he baa been mayor; that- the coun cil ia glutly of the groHeest irrcgu larltles, and to cap the climax shot shafts of sarcasm toward various indl vldual members that stung the recip ients into snence. Although the controversy started with the beheading of the several special committees, it extended over into the payment of salaries tor shingles on the . forestry building. This Is an Item or 1KB, which the park; bonrd expended out of a special appropriation of $3,000 to shingle the structure. Councilman Cellars objected to the payment of the money, on the ground that the perk board had been Irregular in doing tne work. Mayor L.ane ex plained this by saying that the hoard had been Irregular In that It hRd not gone to the civil service commission to secure shlnglers before employing the men who did the work. Mayor Lane said that upon Investiga tion tne board learned the commission hnd no-shlnglers on Its lists, and never would have, go a special permission was secured from the commission authorlz: Ing the employment of the men. An&and Explains. Councilman Cellars still objected by comparing the case to the McDonald case. Mayor Lane replied that the dif ference in the two cases was that if the shlnglers carried their case into court tbey would receive a verdict, whereas McDonald was ruled out. The ordinance authorizing the payment was finally referred to the judiciary com mittee. Finally in the dlecussinn of the spe cial committees. Councilman ' Annand took occasion to say- that he opposed appointing committees when the work they were supposed to perform should O. I. HOOD CO., Lowell. Mass. be done by standing committees and the mayor. The mayor came back by aak Ing Mr. Annand to explain himself. Annand aald that he referred to fran chises and added that If there were any renorts to be made on franchises tne charter provided that It was the mayor's duty to make tne reports. 'I have reported cn franchises in my messages, replied Mayor inc. you nave never saia anyimng dq about any of them,'' retorted Mr. An nand. "You have done a very careless Job of Investigating, If It is now neces sary to have a special committee." Then followed a sharp debate be tween the two In which Annand Anally blurted out that he did not intend to assume any responsibility due tne mayor or the park board. The mayor laughingly replied that Annand did not have to assume any of them and An nand squirmed In hi a chair. i Pretty rifffct Promised. To add gaiety to the occasion Deputy City Attorney Fitzgerald . discomfltted the counciimen oy sumng mat me mayor could appoint as many commit tees as be cnose. 'inis was a oooy blow to the majority party, because Mayor Lane can reappoint committees fast as tne counciimen can behead lorlty is awaited with Interest because rrom now on it win do more or less open warfare between the contending parties. The majority party seems, to think it has the mayor at its mercy In regard to the subway matter and the members will overlook' no opportunity to let him know It.
