A committee was appointed at the last meetlnr of the organisation to start the movement and it will bo carefully planned before it is put be fore the peopltt. Oeorge B. Frank, pres ident of the Northeastern Improvement association, is behind the move and he has the full support of his organ ization besides some other support in the outlying districts where it has been impossible to get water. On account of the Inability of the water board to extend water malm Into the more swiftly-growing section of the rlty as fast as It would like. it Is blamed by the people or the dis trict. The water board Is more und more becoming: the object of much attacjc though It has been unable for sometime to do anything at all be cause of the rlty bond Issue measure now pending in the supremo court of Oregon. They ore unable to act elth-r under the old provision or under the new amendment until the decision Is made. "Last nlarht we read of two families mat were robbed or their nomes eanj in the ruornlns by fire, both of which could have been saved If there had been water there." said Mr. Frank today "For the last 18 months we have been unable to get fire hydrants In these districts where they re needed worss hlle down town where new mains sre being Isid dally, hydrants are put In at every corner. The people that lose their -homes in tnese outlying; districts sre usually less able to lose them than those living In town. ive will endeavor to nave our meas ure ready to pluce before the people as soon as we can prepare it and will start right now to create public opin ion In faver or the measure. l be lltve there is not another city in ths United States the size of Portland that possesses such an Institution as our city water board. It is unsatisfactory In many particulars. It is appointive and Is filled bv mayors who have no other duty to 'fulfill than to reward their friends." Voters. ; WE CAN HOT TELL A LIE-WE DID IT WITH OUR UP-TO-DATE HATCHET! t , A the registration of voters proceeds at the courthouse the number of those who register from the east side con tinues to grow steadily over the num ber registered from the west side. The significance is only realised when a I comparison Is made with the registra tion of oast years and the distribution or population as snown y tne census. Saturday when the last comparison was made at the clerk's office there were 10.6U9 voters resLstered. of which 6.246 were registered from the east side and but 4,20a rrom the west side. la the face of this showing is, the fact J that the west side polled 1 two more votes at the last conrresslonal election two years ago than did the east side. furthermore, when It is considered that in Inyo the population or what-then comprised Alblna and East Portland combined was only 17,844 by the federal Phono graphs on E-Z Payments nyside of the objects and purposes or the organisation and inviting all to oe come members and boost for Bunny ide. Detec tives from the police department, dep uty sheriffs and a squad of private de tectives are searching Los Angeles, city and county, for Professor Wincenty Lutoslawskl. the eccentric and world famed Polish philosopher, who disap peared from his home early yesterday morning, and who is believed by some to have been kidnaped by Russian se cret service men. In addition to this some more recent statistics as to the number of homes that have gone up on the east siae during tne last iz roontns as com pared with those on the- west side re veal somewhat more vividly the sig nificance of the showing made 'by the registration figures and confirm the showing. During the 11 months between Janu-I arv 1. lSOf and 1907. the building per mits ror nouses averaging between $2,600 and f 1,600 on the west side amount to 11,003,450; the city Issued also for the same time to property owners on the east side 13.233,188 In building permits for residences aver aging in cost from 11.600 to 12.600. Ever since the registration was be gun the total number of registered voters from the east side has steadily gained over the west side until It' is getting beyond 'any estimates made by enthusiastic east side boosters. . III seems likely at this time that the esst side will this year poll at least a fifth ana remaps a fourth more votes than ill ihe west side, while two years aao the vote was evenly divided, even last year It was not' certain from the vote cast for mayor on which side of the river most or tne voters lived. It is a remarkable showing for no short a period and distinctly and firmly shows how fast the east side In eettlnr away rrom tne rest or tne city, it is even predicted by the enthusiastic that tne time is not far away when the east sine win not only control the council. but the entire machinery of the cltv and county government.
