S4- VERBAL BOUT TAKES IIP TIME OF COUNCIL Driscoll and' Vaughn Hand Each Other Some Lemon Juice' Bouquets. Members of the elty council yester day voted to lay the airbrake ordinance upon the table, where It is expected to recline until the Portland Railway, Light & Power company completes Its work of putting airbrakes on Its cars. Tho action of he council followed a long debate In which Councilman Vaughn strenuously opposed the delay In passing the ordinance, but the cor poration found a strong protector In Councilman Baker, who declared that he did not care If the people did know he was defending It. Councilman so- ker said he believed the company wss acting In good faith and that was all that could he expected. He said he did not want to be put In the position of holding a club over the company. Councilman Bennett started the fire works by moving to amend the ordi nance so that the company would be compelled to place airbrakes only on cars 36 feet long and over. This was considered only in the light of an at tempt to kill the. measure by Council man Vaughn, as the company haa more than 100 cars slightly under 26 feet long. Vaughn called upon the councllmen to either defeat the measure by voting It down or to pass it and not to kill it by a subterfuge, namely, passing Bennett's amendment, which would de stroy the effective power of the meas ure, A communication was read from Vice-President F. I. Fuller, In which he declared the company was doing all in its power to Install airbrakes as rap idly as possible. Oskar Huber, con sulting engineer of the company, said that the airbrakes would be Installed on all cars within a year. When the measure was up about six weeka ago Mr, Huber promised to have airbrakes Installed upon a sufficient number of cars to sntiafy the council men that the work would be rushuil to completion as soon as possible. Inas much as the ordinance allows the com panv one year in which to complete Its work, Councilman Vaughn insisted that It be passed. Despite his protest the measure was placed on the table.
