There was a stir created in European wrestling circles yesterday by an Inter view accredited to Zbysco, the great Gallclan wrestler, who claims the title generally accorded to Hackenschmidt, In which the mighty grappler declared that he and not the "Russian Lion" was entitled to cross to America and tflke on Frank Gotch In a match for the wreat- llng championship of the world. Zbysco Is ("did to have bitterly de nounced the "man who has spent the laBt two years dodging a match," mean ing Hackenschmidt. Zbyaco bases his argument on the fact that at the internutional tourna ment of two years ago with which goes the world's championship, Hack backed out at the last moment when he knew that he (Zbysco) was to be a contender. The Gallclan threw every wrestler of prominence in Europe, winning all his bouts with an ease that stamped him a great grappler. The next year Poudubbny captured the honors as Zbysco was unable to compete. The latter, however, chal lenged the newcomer and in one of the moHt sensational matches in history, won from him on a foul, after having things pretty much his own way all through the contest. According to Zbysco himself, he of fered to tne'et Hack on any terms, at any place und time, and for any rea sonable amount, but the Rusalnn lion wan very tame when the Issue was put to him on a number of occasions. Zbysco claims that as he Is bigger, stronger and cleverer than Hacken Bchmldt. and has defeated every man ever thrown by the Hon, and in less time, he should be given the chance to wrestle Gotch. To those conversant with the situa tion, the argument advanced by Zbysco is not without foundation. The belief that when tha primary law waa enacted the people understood that it was a party measure purely, and that the now famous statement sig nified that the legislature would aoeupt tbe people s selection, wltnln tne puny nnln n a U.IbI.Hv. rn 1 1 ki I ' the Judge said. Money la Oanooses. "The abuses of the party in the elec tion of United States senator have .us ually arisen from the use of money to coritrol party caucuses in the legisla tive assembly, and tho people dealrea to end that by making their own selec tion, hence the incorporation of the senatorial nomination In the district primary law, but few men. If any, thought or believed that the primary was to mean anything more than a new and better method of regulating party affairs and making party nominations. l Dciieve tnis view ouiainea generally, regardless of party, when the law was enacted. Statement No. 1 was not considered." But is It not true that Statement No. 1 approaches the selection of senators by direct vote of the people, and that tne majority or tne people or ait par- ties believe in that principle T" tbe Judge was asked. Tea. and no." he replied. "I am In favor of an amendment to the federal constitution so providing, but It cannot be Justly reached by indirection for the reason that the election of a United States senator under our present sys tem la but an incident in the Important work or a state legislature, it wouia be preposterous to elect a man to either branch of the legislature because he stood for Statement No. 1, when In other respects he Is entirely unfit for the duties or his office. The first consideration of the voter in casting his vote for a member of the legislature must be tne interests of the state. The election of a federal senator is important, but not all Important Therefore the theory of election of United States senator by direct vote of the people must be divorced from the election of members of the legislature before It can be safe or Just, other wise the political significance of the senatorshlp may in some election overshadow all else, and a leglalature may be elected on that Issue (Statement mo. l) alone, in wnicn case tne in terest of the. state, which Is the Im portant thing to its citizens, will be forgotten." Sees Wo Danger Ahead. If Statement No. 1 is abandoned Is there not danger that a return to tho old corrupt political conditions will come?" was the next question. 'Assuredly not. No man labored harder or sacrificed more than I In the establishment of the direct primary law,'' the speaker continued. "I believe n it. and am confident that it will suc ceed. Ultimately the opposition to it will cease. One of the reasons which auses me to oppose Statement No. 1 Is a conviction that if it shall ever result n the election by a legislature of one pafty of a senator belonging to another party there will be such a revulsion of public sentiment that the primary law, which Is the people's safeguard, will be stricken from the statutes. "Many of us. men of all parties, la bored for vears for It. and If It dies before Its purpose is accomplished, the advocates of Statement No. 1, which is no part thereof, will be responsible for its death. Far and beyond tne election or a senator is the issue of political decency. The primary law will secure that, if enforced in Its spirit. If to a ma jority of the people the famous State ment No. 1 is more Important than that politics In Oregon shall be clean, we wno opposed me statement must suo- mlt Let me ask. However, every voter o a-o to the ornce or tne county ciera and read the primary law, and State ment No. 1, and he win then see that the two have no legitimate connection ut that Statements No. 1 and No, are Incongruous supplements onlv. 1 1 respect tne opinions or men wno differ from me In political views, and I am loath to believe that men who sup port the Ideas of Jefferson and Jack' son In government expect or deslra that a legislature of their party shall elect a federal senator who entertains the views of government which Hamilton and Clay stood ror. Putting On XiSBt Straw. "To all honest Democrats and Repub licans, who have convictions, let me therefore appeal not to prejudice, but to Intelligence and submit that the following statement in lieu of No. 1 will avoid all the abuses Of the past, save the primary law, and leava the legislature free to maintain Its man hood and constitutional prerogatives: 'I am a Republican (or Democrat, as the case may be), and If elected to the legislative assembly I promise as a member thereof to support that man for United States senator who shall be the candidate of my party In the gen eral election, thus making the entire party electorate the party causus.' "This will obviate every abuse of the past, effect the purpose and reflect the spirit of the direct primary." mm Saps the Vital Power From Men An. average of ons man in tivs has . -Varicocele.
