ordinance be passed and the measuYe
will probably be taken up at Wednes
day's council meeting and become a
law.
The chief provisions of the new law

rooms will be compelled to close at
the same hours as saloons, 1 o'clock
a. m.
This Is considered one of the best
ordinances yet drafted for the city's
morals and is expected to act as a graft
preventive ox crime among young boys.
Many lads have been arrested in Port
land In the past few month for petty
thieving and robbery whose downfall
could be dlrecUy traced to the pool
rooms.
The boys bocame so infatuated with
the games and associations found in
the poolrooms 'that they soon took to
stealing In order to secure money with
which to pay for their games. Some of
them even went so far In their efforts
to illegally gain money that they held
up pedestrians and entered houses.
Attention was called to the existing
evil by The Journal. The Congress of
Mothers, the Woman's club and the
Council of Jewish Women also took the
matter up and councilman Beldlng
framed an orainance along lines which
were approved by the representatives of
inese organisation.

The board showed a tendency to cut
down all expenses for fear of running
over the appropriation of $68,000 al
lowed by the council because of the
condition imposed by the council com
mittee several weeks ago.
At that meeting the council acted
Informally and agreed to allow $2,500
for the annual salary of the new super
intendent Ernest Miscne. provided the
board kept within the appropriation of
$68,000. The board agreed to this hut

members to run through the year on
the small allowance made by the coun

disposal of the recommendation of Su
perintendent Montelth that topographi

menuatlons as to proper grades to be
made In decorating the park. This Item
amounts to 1,230.
The board decided to cut out the ap-

playgrounds for children. The letter
was recommended to be placed In the
