Congress has passed an act Intended to correct the evil, but there lsdoabt of the ability f the confirmed opium user to abandon the drag, and a consid erable agitation has been taking place In the Philippines with- the, object of securing an attention of time permitted for the stoppage of the traffic. -- John 8 Hord, collector: Of internal revenue of the islands, has addressed a letter to the provincial treasurers and other citizens of the Philippines, saying tnat he reels authorized in declaring that congress will not extend the time beyond the first of March, and he ap peals to the Chinese In Manila to assist nis orncers in preventing illicit impor tation of opium after that date. Atten tlon la called to the fact that the in sular authorities have already empow ered the collector to reduce the amount of opium consumed In the islands by each Individual from month to month In the hope that bv the first of March the amount will be reduced to a mini mum, or the use of opium entirely abol ished with respect to many of Its pres ent victims, thus reducing the tempta tion to illicit traffic. Collector. Hord calls attention to the large loss of revenue which the govern ment willingly foregoes for te benefit of the people in stopping the Importa tion of opium, showing that at present there are no less than 30,000 opium smokers In the islands who pay annu ally S,000,000 pesos for opium to the retail dealers. This requires the Im portation annually of 100,000 kilograms of the drug, and the collector urges that the money should be retained at home and applied to the development of the Island. . . OUTBREAK OF HOLY ULEN Horsewhips, Tar, Feathers and Kails Await Fanatics at Woodville. (Speclil Dispatch to The Journal.) Grants Pass, Or., Jan. 20. Trouble Is brewing at the little t6wn of Woodville, eight miles from this city, because of an attempt upon the part of a few re ligious fanatics, to start a series of meetings of the Holy Roller type. .It is said tiie meetings are led Dy one or tne followers of the notorious Creffield. who was killed in Seattle over a year ago by a brother of one of. the "apos tles aupes. Last summer several meetings of the Holy Roller sort but under a different name, were held at Woodville. The real nature of the meetings finally be came known to the better cltlsees of the town and tar and feathers were threat ened. The leaders took the hint and fled. There seems te be a desire on the part or soma of the people of the piece for religion of this tvne and an other attempt is being made 'to fur nish It. . ' Again tne better ciusena of the town are aroused and have publicly declared that should the meetings continue the leaders will be first horsewhipped then tarred and feathered and conveyed out of the place on a rail. If the Holy Koners hold tnoir meetings in the place they will be obliged to hold them se cretly, and even then great caution will be necessary, as the majority of the ?enpln in the community have no use or the notorious sect, and are deter mined to stamp it out. The California has more than come up to her contract stipulations, and in very way has earned her title of "The Pride of the Pacific Squadron." Silverwood of the bureau of animal industry is In this section looking after several bands of .sheep that were reported to be Infected. The federal government la - working with state and county officials to enforce the dipping laws and clean up all bands of sheep which give the slightest Indica tions of being infected.
