Louchra, County Galway, Ireland, Jan. II. "Xlthough the curae of absent landlordism still keeps deaert Ireland'a best land, it is suffering defeat after defeat. The last great victory of tha forcea of progreaa, tha evicted tenants' act, passed by tbe present Libers I par liament, puts back on their farma tha men who were driven out during tha fair rent campaign of 20 years ago. Moat of tha landlords had Indeed al ready surrendered. But a few refused and still refuse to take back the old people at any price. The most no torious of these is the most noble, tha Marquis or cianricarde, - whose name, translated populary to "Clanrackrent," is a symbol of everything hateful to the struggling Irish peasants. The owner of the famous Clanriearde estates which stretch from ..Woodford over 60,000 acres of tha broad Bhanon alda, la a little, antique crabbed sim ulacrum of humanity, who spent 12 houra In Ireland 14 vears aa-o. and has never been there since. . Zlves Obscurely. Ha Uvea obscurely In London bachelor rooms, spends 16,000 of his 1160,000 rant roll, and invests the other $146,009 In good aecurlties. N According to tha tradition of land lordism, he could not be blamed for driving hard bargains with hla tenanta. But Clanriearde. In hla dealings with hla people, waa avowedly actuated leaa by wise self-interest than by spite and hatred toward men whom he regards as rebels a rains t Ms feudal rlshta. And he refuses today to take hla evicted ten-. anta back. - tnougn his own pocket la loaing by his obduracy. Tha evicted tenants' bill provided that the government estates commissioners should buy compulsorlly every nnoccu- led rsrm from which the tenant had een evicted and re-set tie on It the for mer occupants, or their heirs. The Joker. But If tha farm waa already being tilled by a new tenant the act did not apply. . uetermmeo tnat nia victims snouw never get back to their homes. Clanri earde made provision in advance. He had destroyed hla old tenanta' homea. He now built new onea and put Into each a "planter" generally some poor wretch Ignorant of farming, whom hun ger had driven to aide with landlordism. The farma "occupied according to the law, the evicted tenanta could not et back. Bo the whole countryside rought pressure to bear on tbe "plant- era, and, much to Clanriearde a aisgusi. they a creed to surrender the land for liberal compensation. But cianncarde la not beaten. He now denies that the farma are "occu- led In the meaning of the act of par lament, and he la preparing to fight the point in every court in ireiana ana England, rather than let hla rebel ten ants back to their homea. Fifty-one families of victims of this fight for land reforms are living on the roadside near Woodford, and most of them have been there for over 20 years. I reached Woodford thla morning after a 12-mlle drive, during which I had the uaual object lesson In landlord Ism. Whenever the land waa good there were no people, wherever It was bad there waa a crowded rural slum. Miserable rarma. During the flrat nine miles of the General Boiadeffre, Fr. bk Stream 1 drive through an excellent green coun try, I saw not one village, ana, inaeea, only two human beings. One of them was a policeman. But the bar en, heath clad plateau above Woodford town was strewn with closely huddled miserable farma. Here, aa everywhere else in Ire land, the bullock haa the land, and the peasant the rocks. Three miles beyond Woodford . la "Evicted Village." a cluster of huts by the roadalde, with a background of eternal Connauaht bog. A whole gen eration of Glenricarde'a victims has been reared In theae huts. The huts are miserably small, but chiefly of wood; some have stone walla and most ly without even a cabbage patch. But the NORMAL RAINFALL. Another Inch of Moisture Will Bring . It to Average. : Approximately 22 Inches oS rain have fallen here Since September 1, 1907, which is about an Inch less than the average. Indications are that within a week or so the average will have been reached or possibly exceeded. - uasx nigni b anowers were heavy, more tnan nair an incn having been added to id wrauijr oureau gauge marking ths amount of precipitation this morning. Between the hours of 6 and t o'clock tha rain fell In torrents as was alao the case yesieruay aiiernoon. " INCREASING TRAFFIC. . .- j . Steamer Mountain Gem Adds Trip f ; to Schedule. 'mere u moment you enter these you can tell that the inmates have not alwaya lived by the roadnlde. Miserable outside, inside each cabin Is aa clean as a Dutch farm house. And their aad-faced occupants, by manner, speech and looks show that, living as they are, In cold and hunger, they have retained the fine traditions of the best f . no demand for labor near Woodford. Most of the evicted live by cutting turf In ths bog behind them and seiung u at vu cents a oonkey load. They get momentary help from the Irish parliamentary party, and several nave reiauves in America. Befnsse to Take Tenant. , I talked to Stanislaus Burke, who had lived II years in Cincinnati, and he told me a story characteristic of Clanri earde. When he returned to WoodV ford prepared to become an excellent tenant, with American money and American Ideas, he applied for his old farm. But hearing that he had evicted him 20 years before, Clanriearde re fused to take him. He preferred to leave me isrm iaie ana taie it remained until Burke got it thorugh a family ar rangement made without Clanrlcarde's consent. ........ Woodford has Interesting relics of tha rirsi days or ine struggle against land lordism, it created tne pian or campaign. I ate my dinner in the room of O'Reilly's hotel, at the window of which William O'Brien publicly burnt the Lord Lieutenant's proclamation putting Woodford district under the infamous Coercion act. I visited Sounder's farm, which was held by Its tenants for eight days against uo soldiers ana police ana saw the holes in the roof through which the Saunderses had fought their assail ants. And here, as everywhere around, I aw traces of landlord devastation. roofless cabins and unfilled fields,, and worst of all, a tired, listless people, pale shadows of the brave Irish farm folk, to whom the light of hope is only now returning. . , ASK PEOPLE'S AID 111 REFERENDUM MEASURE Friends of University Want Appropriation Sleasure Placed Rightly.
