W hile Herman Wittenberg appears to ba the chief promoter of -tha United Railways company, there has alwsys been a belief In tha minds of tha coun cilman that other interestf were behind tha company.- This belief baa been fur ther established In the minds of tha councilman by tha failure of tha Port land Railway, Light ft Power company to send a representative to tba commit tee' meetlnga when tha franchise waa under consideration. .Yesterday was the first time since ma united Hallways company has asked for a franchise that ucn a representative rrom tne rortiana Railway, Light St Power company was present t a meeting. Although tha franchise la one of tha most valuable aver asked for, and would be a competing 'line with tha Portland Railway, Light & power company, there has thua far been no objection to the granting or tna irancniae to ma unitea Railways company, and it seems unrea sonable to soma ot tha councllmen .that tha old company would allow tha new one to coma in wunout some oppoai tlon. This belief Is further strengthened in the minds of soma of tha 'councllmen because of tha friendly relations exist ing between the Portland Railway, Light 4 Power company aad a majority of tha council. Tola opinion hss be come so strongly entrenched in the minds of a few councllrawn that an ef fort will ba made before the f ranch lea Is granted to determine whether the old company la the real owner of the United Rauwaya company. If thla 4s true the Portland Railway, Light A Power company would be the owner of two competing lines, which it could operate separately, exacting two fares from tne public instead or one. The expense of operating the new sys tem would ba nominal it run br tha Portland Railway, Light A Power com pany, while the revenues would be Jreatly augmented by the increased ares brought Into the city br the new 11ns and transferred to the old lines at a cost of an additional fare to the pas senger. 'It Is believed that if the United Rail ways company is compelled to furnish a Hat of the stock owners and officers the matter could be settled defi nitely at the outset That this action may be taken before tha franchise is ul timately granted ro tna new company Is probable when the matter comes up In the- council next week. When a small boy he, with his widowed moth er ana a younger brother, removed to Michigan, where ha grew to manhood. Mr, Robinson was educated in the pub lic schools of Grand Raplda, Michigan, and biter took a normal course at tha Ferns institute. He spent six years In the schoolroom gs - teacher and prin cipal of schools.. Notwithstanding bis great love for his chosen work and Rar.' F. Elmo Robinson. his growing ; success ss a - teacher,' he finally yielded to a stronger conviction that he ought to preach the gospel.
