Why not have a new congress as semble on March 4, when an old one expires, if the date of presidential Inauguration is not changed? Then there would be only four months be tween election and service long enough. It does not need a constitutional amendment to change the date of the meeting of congress. Any con gress can pass a law fixing whatever date it pleases. Why Is not this ab surd law changed?
