However, because, of tha financial flurry and for the reason that many or the solicitors are very busy at thia time with their own affairs, the subscriptions have not been coming In as rapidly aa expected. Temporary Banding Vow. It wsa first planned to build a library bulldins; for the east side that would be an ornament to tne oisinci ana wouiu v, r.r onM m ilnnt material. . Such a building would cost in the neighbor hood of 120,000. Owinf to the ract that the present quarters utilised by the Library association In the basement of the liirn scnooi are anomy w vm re quired for school purposes It was de- cided to build a temporary building at a much less cost-' . - The commltteea are now endeavoring to raise 12.600 to buna a irame ouua Ing mat will suit the uses of a library tintil such a time aa tha people of the rant side feel willing to build more pretentions structure. It Is also be cause of the need of an Immediate place for a library that the Library associa tion la going ahead with excavations for the new branch on East Eleventh. Subscriptions from ths east side are expected In small sums from $5 to-120. , Pome large subscriptions have , corae from west elds people and Mr. Scott thinks that the east side should be much encouraged at the attitude of the west side and the aid that has come to the eaat side In this matter, t -Tanas rorthcomiiif. Besides this outside help the Library association promises Its hearty cooper ation and that tha east side branch will pnon develop Into an Important library If the people of the east side show the trorer antrit and encourage Its jrrowth. "There will be little difficulty In get- ting the ' necessary funds," said Mr. Kcott yesterday, "aa the sum required 3 very small. It seems that Important K-mbera of the committee have been busy to do much since the panlo and , consequently not much of the money la In ei gift right now. But I think we can get the money In 10 daya or two weeks at most If the committees all started to work .together and kept It up until , the sum was raised.. Special eauiDment had to be nurchaaed by the con trac tore in order to handle the un- dcrtaJrln. Tha Dronertv la held V.y aeveral owners and will be chleny used as a wholesale district. Tha nronertv la altuated in a loca tion especially desirable as a Jobbing dlatrlct Jt Is adjacent to the Southern Pacific terminal and la amply supplied with spurs. The main una or tne Boum- ern Pacific paaaea directly through the district. It Includes all those blocks and the atresia between Hawthorne ave nue on the aouth, Eaat Flrat street on the west. Belmont street .on the north and Grand avenue on tha eaat. Building Haw Dredge. In order to properly handle the con tract. O.. W. Simons of the Pacific Bridge company went east last summer and placed an order for a dredge anl other machinery. The dredge Is now nearly complete including the install ;d machinery. It will take several weeks yet, however, before the machinery can be properly adjusted and the work can proceed. The dredge Is nearing com riletlon in the harbor at St. Johna. At the foot of East Morrison street In a location convenient to the alte of the fill, has been built a dock with a series of tracks. Train a of dump cara will be loaded from spills on the docts by the dredge and the' material in this way taken rrom tne river win oa con veyed to the lowlands in the proposed fill. Already' work has commenced from thia dock. The material ia taken from ships' ballast that comprise the grain fleet In the harbor. At preaent, how ever, the material la going onto the street fills and not on the large prop erty fia won boob Duma. The machinery has all been In stalled," aald Mr. Simons, the other day, when asked about the work, "and we expect to get started at least by February 15. Of course, there may be some delay in getting everything to work smoothly at first but taking everything into consideration we hope to get tne worst going Dy tnat date. ' The contract was let at tha Instiga tion of the East Side Improvement as sociation. The organisation workad hard before satisfactory agreements were reached and all the property own ers had signed up. Whitney L. Bolie was one of the prime movers in the plan and considerable credit Is given him for the satisfactory outcome of the deal. ALL TALK AT MOUNT "The spirit of cooperation that has been engendered through) the East Bids Business Men's club," says President C. A. Blgelow, "I feel to be the greatest gain accomplished, notwithstanding the fact that our business has Increaaed 7S per cent during tho last year. aS the di rect result of, the advertlalna and other efforts put forth y the organisation. "We merely ask that eaat aldera 'try the eaat aide' flrat. and If then they do not find what they want we are willing for mem 10 go o tne otner side or tne river, However, so well do the business men In this district work together that a customer is prevailed upon to go- to anotner east side store before he leaves the district altogether, and under the system very few ever get away from us now. It has been our endeavor to make tha east side retail district aa attractive as possible by securing street Improvements, more lights and to encourage Individual business men to buy electrlo street signs. All these thlnga help the dis trict and we cannot expect to have a city on thia side until we have all. these tnings. Improvement of Hast Stark. 'Our first great fight waa for the Improvement of Eaat Stark atreet. Then we were compelled to keep after the city In order to get Grand avenue partially Improved before another win ter came upon us. In the condition In which these east side streets have been In tho winter we could not expect tne women to come to our stores. Now we have the Eaat Morrison Improvement under way and tho Improvement of Bel mont and other streets all have done tneir part in promoting the business In terests of the district. "A great number of new buildings nave Deen erected on Kast Burnside, Eaat Stark and East Morrison streets during the year. This has done much to bring to us an- increased trade and with the persistent advertising that we have put out nan brought a great In crease In our sale. We most heartily welcomo to the district new enterprises for every store that comes, there will come with It more trade and it cannot but De divided fairly between ua all. Planning for Saw Tear. There are many things the east side business men are planning for the new year. They will be assisted greatly by the Portland Ad club in the future and a hearty cooperation Is growing up since the Joint meeting held last week.
