Monday. April 6. It waa first thought these measures would be i decided at the approaching election on Monday, January 6, when the new j charter will be adopted or rejected by the voters of the city. It has been thought advisable by City Attorney Oreene to delay the consider ation Of these measures, as ther is some doubt of the legality of placing measures on a ballot within SO days of a special .election, such as that which will be held In St. John two weeks from next Monday. These measures proposed by Initia tive provide that the city shall Issue bonds to the amount of $75,000, with which to buy a park and a public dock, and that the boundaries of the present city be extended so aa to include all that part of the peninsula not included in the city of Portland and not already Included in the city of St. Johns. Twelve property-owners In the Park addition to Albina have begun suit against the city of Portland to nullify the assessment agralnst their lots on Denver street on the arround that the cost Is excessive and not In accord with the original estimate of th city en:l neer. This estimate, for the purpose of grading the avenue was first fixed at $1,637. When bids were opened the only bidder was the firm of Bechill Brothers, who offered to do the work for 12,- 7 86.56. Later the city engineer sold that In view of the Increased cost of labor he would change tils figures to $2,600, near ly $1,000 more than before. This brought the bid within the city's rule and the contract was granted against the protest of the property-owners who now ask an injunction to prevent the city from collection the assessment. JUVENILE C0UBT WORK BESUMED Judge Gantenbeln yesterday after noon took up tho work of the Juvenile court for the first time. A wide assort ment of cases had been made ready for action, among the number being sev eral charged with smoking cigarettes and truancy. Walter Brill was ar raigned on the charge of greasing the streetcar tracks on the night of Hallo ween and also with fighting hi step father and mother. He had been In the juvenile court on previous occasions find Judge Gantenbeln ordered him taken to the reform school. Baker was the only member of the crematory commit tee of the city council present yesterday when the meeting was called to order, and the only business transacted was to read two tenders for sites. One of these was for a half block on Davis street, between First and Front, which was offered for $110. 000. Hubert and Hall withdrew their prof fer of a tract on Front ana Montgom ery for $37,000, and, after slicing $2,000 off the price, sent It back to the com mittee lor $ Jo.uuo. The committee will meet next Tues day, when all persons with complaints will be present to state their objec tions to the various sites offered for the consideration of the committee.
