delegation . of Portland Jobbers before
the senate committee on horticulture
and the Multnomah delegation vester-
arlarnnon. It mmm argued by J. w.
Teal, attorney for the jobbers, that
.several sections of the national pure
fond law are omitted from the Burns'
bill, and that tbe Burns' bill contains
several sections and clauses not found
In the national law. .
In eponse to a question by Attorney
Teal, Burns stated that retailers are
exempted from the requirement that the
correct weight of each packer must
be stamped on It.. It was eraued that
this was not the case, and that la real
ty every retailer, Jobber, and farmer in
tUeetate Is required to stump on every
article sold the true weight. It waa
asserted that this would require that
very paper or sack of groceries,, every
rackaic of meat wrapped .in paper by
a retail butcher, and every article aold
by any person In sny sort of container
be stamped with the correct net weight

goods sold In bulk aa well." said TeaL

"The Portland Jobbers appeared be
fore the committee to protfit against
the paaaage of the Burns' bill. They
stated that many kinds of foods, euoh

that It would be unfair to charge the
Jobbers with giving short weights when

. . Postal clerks and carriers In Portland
are rejoicing today because of the pas

service. -
heretofore ths clerks received an in

postmaster, and the scheme created die-
According to tha new plan,, each clerk
will be allowed an Increase of 1100 a
year until -hls annual salary reaches
11.200. Tha carriers' Increase has al
ways been regulated by law, but tha
new bill provides that the maximum
salary limit in their case shall bo 11,20
a year Instead of 11,000.
Postmaster Mlnto la also happy be
cause of the provisions of tha new bill,
and says that It will relieve him of un
pleasant duties In ths matter of select
ing men for an increase. In speaking
of the effects of tho new act, Mr. Mlnto
said today:- ; ;.,-.'.:
. Iftnto reels mellarad.
"Greater harmony will prevail In all'
postof flees now. Heretofore there has
always been dissatisfaction 'about tho
office at the time salaries wars raised,
but because of tha rules there was no
way to avoid' this. For Instance, I
would receive a letter from tho depart
ment to increase tha salary of to per
cent of a certain olaaa of clerks. It
there were 10 clerks In that class, five
were sure to be disappointed. I re
member last year that. In order, to de
termine which clerke efcoald -re lead,
I cailed tn -Aaalatant Postmaster Ship
ley - and Postof flee Inspector Riches.
After conferring with these men I de
cided to sDDoint those which In our
Judgment were entitled to first call for
a raise. That waa tha best that could
be done; but, nevertheless, the remain
ing ones of that particular ciass reit
disappointed because they had not re.
celved an Increase. - ;
. , Better Work Will Beet.
"There were eeveral points to bs con
sidered in determining an increase fot
the men. The principal one was senior
ity of service. The faithfulneaa and
honesty of a clerk also entered Into tha
test, and when one tried to settle a long
all three lines the task waa difficult
and generally resulted In soma ef ths
clerks feeling aggrieved. Bo you can
see that I, for one. am very Jaappy to
