and Rushlight voted with him.
. Masters, as chairman of the Judiciary
committee, algned a report recommend
ing that th Vaughn ordinance be post
poned. Vaughn presented another re
port recommending that it be passed.
Tha committee wa thus spilt even, as
Shepherd 1 out of th city and accord
ing to his previous statements, will not
vote on any measure affecting the Har
