The franchises only permitted the North ern Pacific to use the streets for freight purposes, the idea of the council .being that all local roads ehould use the Union depot, and that If promiscuous traffic privileges were given' depots .would be scattered over" the city. " Because It was not given the right to operate passen ger trains over these tracks the North ern Pacific refused the proffered fran chisee and the deal with Mr. Weldler fell' through.. It Is also claimed that the Oregon Wafer Ppwer company, owners of the Portland and Canemah line, 1 th company which re cently took over the Salem railway and lighting system, and that th Canemah line is simply a portion of their proposed- system of - suburban lines, -of which. Salem will be made th central point Rumors to this effect have been current ever since the change in the ownership of th Salem plant was made, and the appearance of Mr. Welch in Salem yeaterday would Indicate that he waa interested and there swaa truth in them.
