Bowen. of tho flrra of Bowen A Small, owners of the Morning- Democrat, at Baker City, the pioneer paper In east ern Oreg-on. and fourth oldest paper in the state, la tn the city on a brief busi ness and pleasure trip. Everybody In eastern Oregon knows Mr. Bowen, and when he la mentioned the coupling: with the Democrat is in stantaneous. He has been with the pa per, he and his partner, Mr. Small, for IT years. The Democrat was founded in Mar. 170. by the late Judge U L. McArthur, who was later on the bench in this city. Three years after Judge McArthur founded the Democrat he was elected to the bench at Baker City, and disposed of his interests in the paper to his partner, M. H. Abbott, a veteran Pacific coast newspaper man. Later, the paper wag gold to an Idaho newspaper man named Sheppard, and the property came to its present owners 17 years ago. Accordingly Mr. Bowen, with the growth of his paper, has also grown up with Baiter City. In speaking of Baker City yesterday he said: "The city was never so prosper ous, as at present This is indicated by the many improvements that are being made, especially in the way or resi dence building, and by the fact that there ta not a vacant storeroom on Front atreet, the chief business thoroughfare. The municipality is building a new city hall ata cost of about tSS.OOO, and la just completing an excellent sewer sys tem. Oilier improvements from which the town in general win draw benefit are the new academy, a solid stone four story building that Is being; erected by the Bisters of St Francis, at a cost of $100,000. and the Elks' temple, for which the 800 Elks in the town have aubacribed bonds, and that will cost $35,000. Many private enterprises are planning improvements for the year. The Baker City Oaa A Electric com pany Is also finishing the harneaalng of Rock creek and will supply light and nower to tho city. "One of the biggest items favorable, to tne future of Baker is the reclama tion of sago-brush land. TK1 land lay Idle for years, coming almost to the city gates, and was considered of no value. Then water was put on tt through Irri gation ditches and it .was transformed into a veritable garden fruits, grains, grasses. One man bought 400 acres of this .gage-, brush-, and in the- first two years made $20,000 from his Investment; and tb.ls.Jils third year, it likely to ba the banner year of all. This Is but an indication Of what others have done and are doing In a smaller way.
