McDonald, each owner of a lock box, the deposit being for keys and the agreement being that when the keys were turned in to the postofflce the holder should get back his 60 cents. Since the establishment of the combination boxes a great many of the patrons of the office have been turning over their keys and demanding the re turn of. their deposit. Randall has only been In office a short time and has no funds with which to meet the demands and Is In a quandary as to what to do about the matter. He has charged no one a depoalt on the few keys that have been given out alnce his installation and does not feel like going Jnto his own pocket to pay out money that he does not consider himself in any way respon slble for. Another Bnxal Kail Boat. Another rural mail route has been es tablished in Clackamas county. The new route leaves Aurora and traverses the Wilsonville country. This Is the third, route beginning at, the city of Au rora and is knownas Route No. 3. Some of the rural mail carriers in Clackamas county do not like their job any too well. For example the carrier over route No. 2, which leaves this city and traverses the Logan, Stone, Viola and Redland countries, requires nearly 10 hours of continuous work for the carriers to de liver all the mall. " Very Tains Politics. The election of municipal officers in this city next Monday promises to be a very tame affair. There la but one can didate for mayor In the field and scarcely a contest for the office of coun cllman In the city. In the second ward there Is a mild contest on between A. Knapp and H. Mlley. In the first ward the only contest Is between Walter Lit tle and H. a. Straight Oregon City Votes. George K. Rogera, state organiser for the W. O. W., will be In Oregon City Wednesday next, at which time the local lodge will give a smoker. The Gladstone Improvement club met last evening and effected a permanent or ganization. The club In organized for the purpose of pushing the interests of the village. Resolved, That the foresta and all vegetation upon the publlo lands of th rutted. Reaolved, That legislation shall be en acted by the natlonarcongresa compell ing the movemrut of Stock trains Al a minimum speed of 20 miles per hour from loading point to' destination, ex clusive of stops for feed and water, and that such tralna shall have the right of way over trains loaded with dead freight. Resolved, That the National Livestock association hereby respectfully memor allxcs the Klfty-elghth congress to err-' act legislation conferring upon the I Interstate commerce commission au thority to determine upon full hearing under the provlalona of th "act to regulat commerce," what change shall be made in rate or practice found to be discriminative or unreasonable. Such determination to be immediately opera tive, and so to continue until overruled by the court. Arid Lands, Reaolved, That in tha opinion of the member of th National Livestock as sociation, congreaa ahould Immediately appoint a commission of five, consist ing of on cattle-grower, one sheep- grower, one expert Irrlgationlst and two government official, for the purpose of Investigating .the arid and semi-arid graslng landa weat of the one hundredth meridian, to make a apeedy report to congress with a view of amicably set tling the conditions now existing over this matter In the territory named. Resolved, That the national congress ahould so amend the laws affecting the publlo lands aa to repeal th stone, desert land and lieu land acts, and the commutation clause of the homestead act, and that the latter should be so smended as to allow a citizen to take up at least one section of arid or non irrigated land as a homestead. To Produce Meat Without Corn. 1 Resolved, That between th Irrigated farms and the non-irrigated graslng lands of the West there is produced all the material for making the choicest of commercial food meat. All .that Is lack lng is an accurate knowledge as to the proper methods and proportions in which to combine these existing ele ments, and the national government is urged to assist in conducting the neces sary experiments to Show the wester stockmen how to make meat of the pro ducts of tho western ranch and range. It is not to be understood that the above resolutions will be adopted as they stand, their appearance here being only an Indication of the subjects to be discussed. In addition to this, congress should be asked to Immediately pass the Grosvenor anti-shoddy bill and enact law -providing for a classified census of livestock. Any member of the associa tlon Interested in any subject of a gen cral nature is respectfully requested to place It in the form of a resolution and send it to the secretary at once, so It may be brought before tho first meet ing of the executive committee, and thus receive early consideration by the convention. Organisation. For mutual protection it has become the policy of all Industries to organise. It must be conceded that In a national organization the live stock industry of the nation can accomplish more than by individual efforts. The history of this organization will demonstrate this fact. The work Is in your hands, and upon your determination and success ful efforts, to a great extent, depends the future of the live stock Industry. Unless the association receives this sup port. It will be impossible for It to at tain the measure of success desired. The coat of maintaining a national organi sation Is Insignificant, the assessments btlng but one-twentieth of one cent per' head. It was de elded to send out invitations to the gov ernors of the several states of. the un Ion and to the editors of prominent stock Journals and to the press of Ore gon, Washington and Idaho.
