C, T. IV . r Important Legislation. One of themoet important things that will eome before the state legislative committee-, will be the question of having an , amendment to the present, library I law, which ...was enacted through the efforts of the women of the state at the las( session of the legislature. ', In the small towns 1-6 if a mill b too small to make .lt worth the trouble of getting. The embarrassed condition of the. Port land library proves It wholly inadequate to .the needs of the larger. With the new city charter to be passed upon, which limits the tax alolwed for'lihrary purposes to 1-6 of a mill, and the anxl- i ety rtok-have It pass unamended, a new element enters In, and gives the club women of Portland, at lesat, some legal oustlons to wrestle with. But. for the benefit of ' the rest ' of the state that limiting clause should be : stricken out, and It Is the hope cf the legislative and library committees; and the state officers that the club . women of the state will be up and doing. - Due notice will soon be .sent all the dubs, with specific direc tions as to what Is desired. But In the meantime a. desire for better library legislation can be agitated and the foun dation laid. - . ... TROUTDALE. It Is Just as true in club work as In anything f:;els: that "nothing succeeds Jike success." Only about a year ago a few earnest women of Troutdale, seeing" the necessity of a respectable resort for the young people of the place, organised a library! association. Ml" ' " ' H "'''IITl 'r of a few cases of books loaned by tho statej traveling library a well squlppe reading room was opened.1", The growth; "of the library from that time has been steady and rapid, and at present It is far In advance of many larger towns) ' In the state. Soon after this organise-'' tlon, which embraces both men and wo-, men, was formed. It was suggested t them that a Women's olub be formed which was at once acted upon. It qrga tzed with a membership of 24. and took the : name of Troutdale Women's Club It joined the State Federation two weeks after it was organised and sent-Its full quota of - delegates .to the t last "State Federation. , The object of the club 1 to assist the library and free reading room, and the fact that the club has prospered and mors - than doubled , Its , membership ; has Very largely been re- ' sponsible for the growth and enthusiasm which has marked the history f th library work. . But the most potent fac tor has been the thorough business meth .ods employed both In reading room an " club. Among those who spoke before th, : club was Mrs. C. B."
