Smith has been duly in ugorated as Mayor of the City of Astoria, and has presented to the council and the public, his first' ol ficial message as such officer. It is Suite lengthy, and contains some ex cellent and pertinent suggestions, most of which the Morning Astorian las been uttering and reiterating for the past three years, and which now find emphasis in the Mayor's tenta tive confession of their necessitous enactment Chief among the important items touched noon by Mayor Smith are the frankly admitted facts of an ac cess of public indebtedness and the certainty of a deficit pending, and to come; a situation he has the good tense to declare, and to advise the redemption of through a course of sharp economy on the part of the council and the departmental officers. Just how sincere this advice is, and just how effective it will be, remains to be seen. The Mayor attempts to find a morsel of comfort in the un tenable conclusion that the property the city owns and the property it has presumptive lien upon through the delinquencies of certain citizens who .have failed to pay their street im provement assessments, serves as as sets against the public obligations oi the city, when he knows, as all well informed lawyers know, that such property rights do not, in law, stand as legal assets at all; but, be this as it may, his stand for economy is well taken and the people will hail his veto of any and all extravagance most heartily. He proposes to avoid all "unneces sary and reckless projects" in the matter of street improvements and confine the operations in this behalf to those which "are urgently requir ed," a doctrine that will be appreciat ed in exact ratio with its observance. He proposes an occupation tax as an expedient for the raising of more revenue; but before he gets through with it he will find, as all other cities of this size that have attempted it have found, that it is fallacious, and practically useless. He has the frankness to admit, at this somewhat late day, that his pat measure, the beawall Bill contains some objectionable features," -and suggests that when it shall have been shorn of them, it may be again sub mitted to the people, along with the "Port of Astoria" bill, which he claims is technically inoperative; he is equally candid in regard to the 'All's Wrong" ! when the stomach is out of ' order. A few doses, as needed, and "All's Right" J;i fex with full directions 10c. tni 25c raising of the grades of the streets bfore any extensive and logical im provements can be made with safety and success; but he might have saved his candor in relation to the Seawall measure, since that is a dead issue until this city is in infinitely better condition than it is now, and no spec ial election will be tolerated for an instant on a proposition that can be dispensed with as easily as that can; the laches with regard to the Fort bill may be adjusted in court, if it becomes necessary; and the grades will be taken care of all in due time. His proposition to establish a poor farm or a workhouse or a rock-crush er, for the employment of the help less poor of Astoria, is too ridiculous to notice; there are no helpless poor iji Astoria, and unless he wants such an institution as an annex to the city jail, wherein to work the idle delin quents, and save the city some of the cost of their maintenance, there is no sense nor virtue in the suggestion, which is too ambiguous for definite treatment The people will not stand for any more costly municipal appur tenances, if the Astorian has any jus tifiable estimate of the public temper. The Mayor very deliberately slurs the moral conditions of the city and; thinks "they are generally satisfac tory," a quiesence that is well under understood here, and which early de velopments are likely to confirm. A point on which the Morning Astorian will have much more to say, espec ially as to the gambling element, as the days go by. The message is that of a politic ian; it has no business quality to it and was written, apparently, to square himself with certain factions he knows to be aggressively "for nmst his open town predilections it is transparently a plea tor a sus pension of public judgment, until he can feel his way to the exploitation of policies unhinted at in the docu ment; whatever of tacit commitment it contains having been conceded the imperative demand of taxpayers that will not stand for very much more in the way of flagrant official folly. It may as well be understood now, as later, that the Morning Astorian will honestly and frankly endorse every clever and helpful thing Mayor Smith shall do as the city's executive critcize and fight, and champion the public's prerogative, whenever occa sion arises. It is not predisposed a gainst the Mayor or the Council, as things stand, nor will it cultivate any untoward spirit of opposition; but knowing what is does of the temp eramental conditions here, it reserves the right to stay in the open and scrap for the right, as the public sees it, until the popular will is re spected here far more than it has been in the past. According to the report of the gentlemen last engaged to expert the books of Astoria, the city ledger, the very core-record of its money and warrant accounts, is so ambiguous as to defy the intelli gent training of these men and they frankly so report it. What more em phatic plea can be urged for the in stant and thorough analysis of the ac counts and records of the city than this? That those ambiguities are due to confusion, to changing law, to un certainties of responsiblity; to incon gruities of service, or report, or re;- ord; mistakes, misinformation, or other admissable causes, all are will ing to admit, in deference to the well known ability and honesty of the officers who have had charge of these things, and the necessity for a com prehensive and exhaustive experting of the books is as essential in this behalf as in the larger claim of pub lic confidence and assurance. That this examination of the books should be done by an outsider, one tterly untrammelled by affiliation, interest, or personal concern, need not be urged here. It is so univer sally the rule as to preclude argu ment of any kind. In fact, any insist ance that it be done by local experts is liable to be misconstrued in dero gation both of the home accountant and of those who plead too hard for such a course. With a public ledger that baffles scrutiny no time should be lost bv the Council in getting down to the real facts absorbed in its confessed confusion. , Card of thanks.
