Titled Visitor Says. MONTREAL. Nov. S.-Lord Mil ner made the last speech he will make in Canada during his present stay in the Dominion, to the Cana dian club yesterday, it was ,he said, an appeal to iinpcrialinm of the high er type. He said in part: "There is one remark that I have often heard from Canadians, not from Englishmen, and that is that the pub lic life in Canada is unattractive be cause there arc no big issues. That seems to me to be an extraordinary point of view. No big issues! The next few years are going to deter mine whether Canada will remain a part of the British empire. The de cision of that question rests with Can adians alone. No extcrminal compul sion could be, certainly none ever would be exercised to influence it. It rests with them alone the decision of that question, and with that ques tion perhaps the decision of the fate of the empire as a whole. Even in its badly organized condition the empire was the greatest political entity in the world; properly orgnized it would be the greatest power. "It lies with all parts of the empire and especially with the people of the younger dominions to decide-whether it shall be capable of discharging its great mission in the world. CANNON BOOMS. DANVILLE. 111., Nov. 5. -Late last night, a large crowd gathered in front fo the home of Speaker Cannon and vociferously demanded a speech. The speaker made a short address. In an interview immediately after ward he said: "f am more than gratified at thi Republican success.. I believe that with the elction of Taft and a Re publican Congress there will be a complete restoration of confidence. The Republican party begins again clothed with power to keep the pledg ee inits platform. While we will re vise the tariff beginning immediate ly after the inauguration of Taft the revision will not halt the production as everybody well understands that full protection will be given to the employer and the employe sufficent ly in degree to maintain the present wages of the employes and with rea- onable profit to the employers. T look confidently to a further increase in production in the United States, which, of course, means full employ ment and increased consumption." .Colds and Croup In Children. LITTLE ROCK, Ark., Nov. 5.- The state railroad commission on ad vice of the attorney general yester day voted to issue an order to the railroads against their charging three cents passenger rate.
