Heavy im portations of automobiles have (airly swamped the customs appraisers warehouse in the past fortnight Sev eral years ago the entries of the ma chines became .so heavy that the gov Editor Astorian: Much has been stated in the newspaper of Oregon and Washington regarding the protec tion of the salmon fishing industry and at the past election two bills were voted upon each tending to special interests. Much speculation is being indulged in as to the outcome of the result, one side claiming that it is a victory for the gillnctters and the other for the trappers and wheel men. While this subject is occupying the minds of many little attention is paid to the fishermen who capturing the fish and who working, as they do, while others ship and deliver to the canneries and cold storage plants, the material that makes up the "pack". The fisherman has his trials. He probably "lays out" three times each nisrht and may be "skunked," not catch a fish. In addition to this he pays a license for fishing and is com- j OFFICERS. Last week 70 machines reached port and were ex amined by the customs officials. So far this week Deputy Collector Corts has given permits for the removal of 60 cabs. It is understood that sever al hundred more taxicabs will enter this port betwen now and the holi- days. The Position of France is Announced in Paris Dispatch, , PARIS, Aug. 27 The position of France with regard to Morocco as a result of the defeat of the Sultan of record, Abd El Aziz by his brother Mulai Hafid, who has now been pro claimed Sultan practically throughout the empire, is substantially as fol lows: ' . Mulai Hafid's victory and his proc lamation as Sultan at Tangier appar ently makes him the master of Mo rocco. However, to continue , as Sultan de facto he must levy taxes, and to levy taxes he must maintain an army with which to impress and hold the fickle tribesmen, and to maintain an army he must have mon ey. Money is his paramount neces sity; gold is the goal around which the entire Moroccan problem re volves. For gold Hafid must look to Europe. Without it he cannot hope to endure. It would be tactless and ruinous for the powers instantly to throw themselves at the feet of Mulai Hafid, and recognize him as the ruler of Morocco. He must be shown that the powers are necessary to him, and that he is necessary to the powers. to try to catch fishermen evading the law as to closed season or license. I can furnish proof that he has brought charges against the operation of traps 20 minutes before the close of the closed season. The operators of the traps were fined $30 on each charge, by the justice of the peace, but their attorneys carried the matter to the superior court and Judge McBride re versed the decision and dismissed the case. " Surely this did not add to the repu tation of this "wise" water bailiff. The law stands for prosecution, and not persecution, and favoritism on the part of an officer unfit for his position. An officer has his enemies when he does his duty but when he shows fa vors to some and to build up his repu tation, persecutes others, he makes implacable enemies. Captain Avery is charg ed with conduct unbecoming an offi cer and a gentleman in his conduct of the affairs of the officers club, of which he was secretary. Testimoy has been given to the effect that after Captain Avery re signed as secretary of the club, the secretary following him found out standing debts to the amount of $1400 that 'Avery had failed to mention when he resigned.
