WEDNESDAY, AUG. 19 HOBS STILL RULE Evidences Plentiful, in Small Way, of Vicious Spirit ARRESTS AND PROSECUTIONS Rewards Are Having Good Effect Militia Present in Indiana Capitol by Thousands Victims Are Dying Daily Going For the Leaders. SPRINGFIELD, 111., Aug. 18 That the mob spirit has not been en tirely subdued in Springfield was evi denced last night and early today when despite the presence of thous ands of militiamen there were spora dic outbursts of lawlessness in many sections of the city. None of them was serious, howev er, being confined to disturbances caused by groups of tvo or three men. The center of the trouble was Har vard Park, a suburb where twice dur ing the night patrols were fired up n from ambush. Troops were rush ed to the scene both times and dur ing the second a shot fired from an alley struck the sword scabbard of Lieutenant Ridgcway. The shooteres caped. The first disturbance followed an attack upon Tom Richardson, a bro ther of George Richardson, the negro accused of having assaulted Mrs. Ma ble Hallam. Richardson who was a driver for a packing firm, left his wa gon standing in the street and escap ed to the Illinois Central station where Se took a train for Mississippi. Later guards picked up James and William Richardson, also brothers of George Richardson, and locked them in the jail. It is stated that they had Been inmates of the Jacksonville asy lum, and that tTieir arrest was a mea sure taken for public safety. Five men were arrested at 8th and Ash streets. Two hundred dollars wara ior eviaence leading to convic- turn in each of the cases of violent j death during the rioting in this city U offered by Governor Deneen. The Governor, who is determined to pun ish all proven to hav$ participated in the deeds of violence, last night issued six proclamations, one covering each of the cases of death resulting from the race outbreak.
