Vbgel, surgeon in the U- nited States health and marine ser vice, sailed today on the steamer San uan for New York, He takes with him a report of the investigation into the bubonic plague in Venezuela, where he said conditions are deplor able, The Venezuelan officials and merchants, according to Dr. Vogel, declined to give him any information nd the foreign consuls were also re ticent. The surgeon said President Castro rdered the suppresson of the true tatc of altars, though he admitted that the plague exists. Dr. Vogel added that he found no ystematic efforts were being made to stamp out the disease and declared would continue in Venezuela in- efinitcly and become as bad as it is China if proper measures are not taken to check it.
