THURSDAY, JULY 9, 1909. SLAP FROM BRYAN FX CLASSIFIED ADVERTISEMENTS THE MORNING ASTORIAN, ASTORIA, OREGON. ill Refers toJPresident's Interest in Taft ON ESTABLISHING DYNASTY Nebraskan is in Full Control of the Convention and is Writing the Planks, Including One on Injune tions Negro Question Up. DENVER, July 8. William J Bryan's view as to what the demo cratic national platform should con tain are fully before the sub-commitee charged by the convention with the work of drafting that document. Gov. Haskell of Oklahama, chairman of the resolution commitee, spent more than an hour during the early morning, reading to the sub-committee what Mr. Bryan had written in the form of planks. Mr. Bryan's view on the injunction plank as thus transmitted are that the plank should begin with the state ment that the party resents any at tempted reflection upon the judiciary of the country; that not only are the courts themselves created by law, their jurisdiction and authority are denned by law, as well as their rules of procedure. The position of the party on this subject in the platforms of 1896, 1900 and 1904 is to be endors ed; the further provision made that in contempt cases the trial is to be before any judge other than the one issuing the writ, and most important, 1,. 1,V ; (n .Wlsr fnr the re-pn- " ; . i actment of the federal law requ,"ng ' notice 10 oe given uciuic bu.ii liminary injunction shall issue, pre cisely as it existed prior to 1874. Mr. Bryan made a subsequent suggestion for the plank to the effect that it might be well to provide that no in junction or restraining order shall remain in force for a period longer than three days, and that the hearing of this order shall be made before two j judges. Mr. Bryan also believes an expression should be made to the ef fect that the circuit and district courts should not have the power to suspend the rights of the state; that the right of appeal in such cases should lie in his currency plank suggestion, Mr. Bryan asserts that treasury funds were used as an emergency to force through congress a bill which has failed tn trive nrotection tO the IS,-1 000,000 depositors of the country, one of the leaders and several of the The belief is expressed that the neces-j agents are already in the toils, they sities of commerce requires an emer- j having been arrested Monday night, gency currency; that such currency It. Another plank which Mr .Bryan has suggested in confer ence to the sub-committee but con cerning which he expresses some doubt as to the wisdom of its pro- mulgation, is headed "The Misuse of j Patronage. 1 It condems as a violation of the spirit of our institutions the action of the chief executive to secure the . . , f . . . , nom.nat.on of one of his cabinet of-. ficers. 1 The plank continues: , "To force a succession in the presi-: dency is scarcely less repugnant than j life tenure in that office and tends to the establishment of a dynasty." The plank concludes with the state ment that the democratic party stands for the right of the people freely to select their officials; that the demo-j cratic party stands for democracy while the republican party is the party : of private monoply. I On the subject of the navy Mr.1 Bryan cautions the committee to be i careful not to endorse a "large navy". An adequate navy he said "is as far as we can go. He has no objection to a plank endorsing state militias but preferres to be in the language of Thomas Jefferson on that subject "a well disciplined militia is our best recognized defense". If a plank could be drawn on the rights of the negro that would be unanimously acceptible Mr. Bryan would not object to it but he would not want to force such a plank in the platform.
